HomeMy WebLinkAbout03 02 2022 CM Study Session1 0 A H 0 City of Chubbuck Council Study Session Minutes March 2, 2022 4:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England COUNCIL PRESENT: Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Planning & City Development Director Devin Hillam, LT. Robert Butterfield, Fire Chief Merlin Miller, Deputy Clerk Paul Andrus, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on Requests for Funding. IA. Director Kathryn Dye represented meals on wheels. Mrs. Dye stated that meals on wheels provides ready to eat meals to elderly and disabled individuals Monday through Friday with the availability to get frozen meals for the weekend. Mrs. Dye stated that they had 615 clients last year. Mrs. Dye went over where meals on wheels gets its current funding. 1B. Executive Director Sarah O'Banion represented Family Services Alliance. Mrs. O'Banion thanked the City for their support and gave a history of what Family Services Alliance does and how they help the victims of these crimes. Mrs. O'Banion stated that all their services are free and confidential. These services include providing shelter, finding permanent housing, assist with Bannock County court processes, long term support for families, therapy for children, and improve parent/child attachment with the non-violent parent. 1 C. MiaCate Kennedy, CEO represented Bannock Development Corporation (BDC). Mrs. Kennedy gave an update on changes and what BDC had been doing to promote economic development for the region and for the City of Chubbuck. 2. Discussion on a Draft Public Space Vendor Policy. Planning and Development Director Devin Hillam presented a draft public space vendor policy, which will allow a business to setup a temporary location in public spaces. Public Space is defined as Property owned or controlled by the City of Chubbuck including but not limited to City parks, streets, rights-of-way, and real estate. Mr. Hillam asked the Council to look at section "P." that states a "vendor must maintain, and specifically agree that it will maintain, throughout the term of the permit, Commercial General Liability Insurance, Workers' Compensation Insurance, and Employers' Liability Insurance in the form of a certificate of insurance issued on behalf of the City of Chubbuck, naming the City as an additional insured on the lability policies." 3. Discussion on Future Agenda Items. Mayor England presented a 3 month report about upcoming Study Session and Council Meeting business items.
