Dan Heiner; Chubbuck Development Authority Chair, Citizens Community Bank. Brandon Jackson; Land Use Development Committee, Idaho Central Credit Union. Jason Mendenhall; Land Use Development Committee Chair. Jason Dixon, Immediate Past President of the Realtors Association, ERA The Brokerage. Tom Holmes, City Attorney. Nelli Simmons; Office Administrator, Land Use Development Committee and Chubbuck Development Authority Administrative Assistant Megan Weber from the Salt Lake office was also in attendance with Matt Millis from Zions Public Finance. GENERAL BUSINESS 1. Report by Zions Public Finance – Matt In the first 2 meetings the overview and the Park Impact Fee were studied. Tonight’s discussion will be public safety with fire and police. How many calls are generated to fire and police that actually come from the residents of Chubbuck? Fee calculations for all 3, fire, police and parks will be ready for the April meeting and the adoption of the fees. Burch mentioned the City staff will be referring to the fire department as EMS services. Reminder of what has been discussed in the other meetings is Some common issues:  Defining service areas  Project v. system improvements  Establishing service levels  Reimbursement agreements  Tax credits  Excess capacity – actual costs are not available  Impact fund balances  Detailed documentation Discussion for tonight is Decision Points:  Call allocations of private and public calls C:\\Users\\jbowers\\AppData\\Local\\Temp\\003.13.18_791029\\003.13.18.docx 1  Bond scenarios  Service areas  Facility planning Police and Fire Impact Fees were discussed. The land use planning for fire and police is 2 different service areas. Areas outside the boundaries of primary response will have calls that are classified as mutual aid calls. Mutual aid calls are not included in the impact fee calculations. Discussed example of Public Works addition and police remodel. The current police facilities are not adequate. Burch explained a consultant did a Needs Assessment study for the entire City. Police and fire calls are either private land, public land uses and then undefined calls. How these calls were broken down was explained by Matt. A map showing the different areas for service by fire and police was shown and discussed. The approx. sights for 3 new fire stations were shown on the map. The City fire station serves the City and areas of Power and Bannock counties. 2018 costs will be used instead of the historic costs for the 3 new stations. This will be very different then the police costs to remodel. Impact Fee Analysis should be updated every 3 to 5 years. Bonding scenarios were discussed: 1. Include costs and set up an escrow provision to reimburse if the bond election does not pass 2. Exclude bonds and amend the impact fees once the bonds pass Burch explained the fire station will be built with bonding. Committee discussed the 2 options, stndnd 1 to include bond interest. 2 to exclude bond interest. Their thoughts were that 2 is the best for Chubbuck. Holmes would like to see both options go before City Council. He would go st with 1.
