Impact Fee Meeting
October 16, 2017
In Attendance: Mayor England, Rodney Burch, Merlin Miller, Randy Severe,
Bill Guinn, Rich Morgan, Ryan Howerton, Devin Hillam, Nelli Simmons
Matt Millis from Zions Public Finance was on a conference call with attendees. They have drafted
their scope of work from State Code.
There will be Impact Fees for parks, fire and police.
Advisory Committee:
5 people with 2 having development or real estate history. Land Use members will be
assessed as possible advisory committee members. A resolution may be needed.
City Codes were discussed
Zions will meet with the committee and inform them with what is expected of them.
Gathering information and bringing before City Council.
City of Chubbuck Facility Needs Assessment was discussed. First big jump is a new fire station. There
is an immediate need for the new station as it is 14,000 square foot deficient.
Scope of work was discussed by Matt.
City will prepare info on existing facility costs, park inventory projections, and future land use
needs.
Trails will be amenities within the park.
Fire and police callouts will be coded.

Zion’s first trip to Chubbuck will be on November 14 9 am for an all-day “meet” meeting, looking
over parks, police and fire and meeting with staff. Building official, City attorney and financial will also
need to sit down with Matt. Another meeting will also be made by Zions at a later date.
Goal is to have the fees adopted by February or March.
The spread sheets for the parks department were discussed. Impact fees can only be accessed on
what the city has funded. Developers in Chubbuck build the parks and the City takes over the
maintenance and upkeep. Tom Holmes believes the “cash in lieu of parks” is an Impact Fee without
an Impact Fee study. Bill and Ryan will work together to fill out the spread sheet.
The spreadsheet for the development department was discussed. Devin will go to the assessor’s
office for the information he needs.

Fire spread sheet will be filled out by Merlin combining fire and EMS calls.
Police spread sheet was discussed with Randy.
Spread sheets will be back to Matt in 2 weeks
