MINUTES
Board Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Thais Ayre, Carrie Holm, and TJ
Budge. Staff Members Present: Attorney Tom Holmes, Planning Manager Don Matson, Planning
and Development Director Devin Hillam, and Deputy Clerk Paul Andrus.
Mendenhall called the meeting to order at 6:OOpm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF THE MINUTES: December 14, 2021.
Mendenhall entertained a motion to approve the minutes as emailed. Holm moved to accept the
meeting minutes of December 14, 2021 as emailed; Hiltbrand seconded. The full commission
approved.

1. Downtown Plan/Code Discussion.
Planning and Development Director Devin Hillam presented examples of different
street layouts in other downtown areas; and presented a draft future street map for the
Chubbuck downtown area Mr. Hillam asked the Board if walkability should be the
highest priority in this code to create a downtown area for the community.
Plazas/sidewalk areas can serve to move foot traffic without the land and infrastructure
costs of streets.
Mendenhall recommended limiting access off of Chubbuck Road. Budge recommend
creating fewer roads with angled parking to slow traffic and more walkable/pedestrian
corridors.
Mr. Hillam also asked if the Board had any suggestion for a name for this area of the
community. Some suggestions included Chubbuck Village, Chubbuck Commons, and
Chubbuck Center.
Planning Manager Don Matson presented a draft sign, landscaping, parking, and
frontage based codes to implement for the "downtown" area.
Mendenhall adjourned SINE DIE and called to order the Impact Fee Advisory Committee.
