Creates specific plan for the identified "downtown" area which revises applicable maps and creates new goals and policies which will drive zoning and development standards as well as city efforts in the subarea. Amendment of currently adopted Future Land Use Map to reflect changes to map from new Chapter 16 (Attachment 2) a. Adds a "See Chapter 16" note over the "downtown" subarea; with the intent of Chapter 16 to largely stand alone to drive policies and development in the downtown, adding its more refined future land use areas to the broader map results in a map which was difficult to read. 3. Amendment of currently adopted Functional Class Road Map to reflect changes to map from new Chapter 16 (Attachment 3) a. Adds a "See Chapter 16" note over the "downtown" subarea; with the intent of Chapter 16 to largely stand alone to drive policies and development in the downtown, adding its more refined street classifications to the broader map results in a map which was difficult to read. Review Criteria Following a public hearing, to approve a Comprehensive Plan amendment, the following criteria (section 18.28.040.D of Chubbuck City Code) must be found to be satisfied in order to receive approval: 1. The proposed change is required for the public convenience or necessity, or the general welfare of the community, and is in the community's best interest. 2. The proposed change is needed to recognize substantial changes in the actual conditions of the area or city that have occurred since the comprehensive plan was adopted, or is necessary to correct one or more goals, objectives, or policies that exist in the plan. 3. The proposed change will comply with the community's goals, objectives, and policies within the comprehensive plan, including its maps; and 4. The proposed change will not place undue burden on transportation or other public facilities in the planning area and does not adversely impact the delivery of services by any political subdivision. J:\Planning\Downtown\Downtown - Plan Appendix\2.16.22 Memo to LUDC re DowntownVillage Comp Plan Amendment Proposal.docx 1 Overview • Type of Commission/Council Action: Comprehensive Plan amendments are legislative, and not subject to LLUPA review. • The process for applying for, and approving, comprehensive plan amendments is found in section 18.28.040 of Chubbuck City Code. 0 1 public hearing is required with the Commission following notice in accordance with section 18.28.010.0 of Chubbuck City Code. The City has provided all of the required notices for this application. o The public hearing is scheduled for March 8, 2022. o Following the public hearing, the Commission shall provide a recommendation to the Council as to whether the proposal satisfies or does not satisfy the approval criteria (18.28.040.3). o Following a recommendation by the Commission, the application and Commission recommendation will be reviewed by the City Council. o If approved, the Plan will be amended through a resolution of the City Council. • Staff finds the proposal to satisfy the approval criteria and recommends approval by the Commission and City Council. The history of the Village subarea, as well as a narrative addressing the economic, placemaking, and cultural importance and needs of a "downtown" area is provided on pages 1-6 of the proposed "Chapter 16: Chubbuck Village Specific Plan". 1. The proposed change is required for the public convenience or necessity, or the general welfare of the community, and is in the community's best interest. Analysis: Kitsinger (2013) states that "A city's downtown area has an important and unique role in economic and social development. Downtowns create a critical mass of activities where commercial, cultural, and civic activities are concentrated. This concentration facilitates business, learning, and cultural exchange... In most cases downtowns serve as the engine for local economies. However, downtowns are much more than a profit center to cities. They also represent the image and character of a city to the rest of the world. Downtowns are unique in that they are typically the only neighborhood that belongs to and is shared by everyone in the region." Chubbuck was formed much later than other cities in the area which already have established downtown areas like Pocatello, Blackfoot, Idaho Falls, and Rexburg and much like Ammon and Iona to Idaho Falls, Chubbuck developed largely as a bedroom community to Pocatello and as a result, lacks a traditional "downtown" area. As found in the proposed plan on pages 1-2, as part of the City's strategic plan surveys, residents were positive about developing a downtown area and provided several suggestions for a downtown area if one was to be created; many of those suggestions are incorporated into the proposed plan and zoning code. Moreover, the identified Chubbuck Village area is prime for the development of a downtown area, given its proximity to an interstate interchange, adjacency to a state highway, its central location in the city, and having the larger employer, Idaho Central Credit Union, in the area. These facts all point to the needs of the downtown subarea for the public convenience or necessity and the general welfare and best interest of the community. 2 2. The proposed change is needed to recognize substantial changes in the actual conditions of the area or city that have occurred since the comprehensive plan was adopted, or is necessary to correct one or more goals, objectives, or policies that exist in the plan. Analysis: Although the adopted Comprehensive Plan contains an incredible amount of relevant and much needed goals and policies over 20 years later after it was adopted in January 2002, the adopted plan did not contemplate the need and desire for a downtown -type environment in the City of Chubbuck nor did it contemplate that the largest employer in the City, Idaho Central Credit Union, would locate their corporate headquarters in city and at the current location. As development has occurred and as the idea of "placemaking" has proliferated throughout the United States as an effective economic and community development action, the need has arisen to amend the adopted plan to create the downtown area that (Google Earth Aerial from 2003 showing lack of current commercial development and redevelopment trends on Yellowstone Ave and surrounding areas, including the ICCU headquarters) 3. The proposed change will comply with the community's goals, objectives, and policies within the comprehensive plan, including its maps; and The new chapter creates goals and policies which will apply only within the designated area, and which will supersede any other conflicting goals and policies in the larger city-wide plan but that said, the goals and policies of the existing plan are supported by the new chapter. • Chapter 4 Goal 1 calls for directing urban growth to urban infill areas. Will a large amount of the Chubbuck Village area being underutilized the proposed chapter has goals and policies which will do just that while also permitting increased residential densities in the downtown area and creating policy incentives for more compact and compatible growth. • Chapter 4 Goal 3 calls for providing convenient commercial service locations and for limiting their adverse impacts on transportation systems, residences, and visual integrity. The proposed chapter will allow for the creation of mixed-use zoning in the Chubbuck Village area which will function well to provide commercial opportunities for residents in both the Village area as well as for the community at -large without overly stressing transportation system since the Village area is located adjacent to Yellowstone Ave. and Chubbuck Rd arterials. Moreover, the same goal's 3 policies call for reducing curb cuts and driveways which both the proposed plan and ensuing code support. • Chapter 4 Goal 5 calls for encouraging compatible land uses and has attached policies which promote compatible development, area refinement plans, and ensuring adequate commercial area and residential infill opportunities. The proposed plan has goals and policies which will further these existing goals and policies of the Plan. • Chapter 6 goal 2 and its policies promote investments in the appearance of the city through area refinement plans, planned arrival features, landscaping, and city model projects. The proposed plan fulfills those goals and policies within the geographic area. • Chapter 11 Goal 1 calls for diversifying and strengthening the economic base. As the Chubbuck Village area develops in accordance with the proposed Chapter 16, opportunities for new commercial ventures will be created which enhance one another. • Chapter 11 Goal 2 calls for centralization of commercial activities. The proposed Chubbuck Village area lies within an existing (but underutilized) commercial area with great proximity to a transportation network and central location in the City. Design standards are proposed which will create more interesting shopping experiences from the public realm and the proposed code based on the plan offers incentives not found elsewhere in the City. 4. The proposed change will not place undue burden on transportation or other public facilities in the planning area and does not adversely impact the delivery of services by any political subdivision. Analysis: As previously indicated, the proposed Chubbuck Village area is located adjacent to two arterials, Yellowstone Avenue and Chubbuck Road and as such, further development of the area will not place an undue burden on transportation or other public facility planning. Importantly, the Chubbuck Village area is central to the city and contains existing water, sewer, and roads, making the area ripe for quality infill projects aligned with the proposed chapter. The Plan and proposed zoning code will not adversely impact the delivery of services by any political subdivisions. Kitsinger, A. "A Healthy Downtown is Key to a Strong Community." (Planners Web, 2013). 4 Chapter 16: Chubbuck Village Specific Plan The specific plan for the urban gathering place in the City of Chubbuck. History Chubbuck is relatively new, having incorporated in only 1949 and having developed largely as a bedroom community of the towns of Pocatello and Alameda, also in northern Bannock County. As a relative newcomer as far as cities in the West are concerned, the Village of Chubbuck lacked the unorganized growth patterns frequently found on main streets in pioneer cities that resulted in business corridors characterized by shared wall buildings, mixed architecture, horizontal and vertical mixed uses, and an active streetscape. Chubbuck experienced much of its growth from the 1970s onwards and has been subject to trending development patterns since that time. While the City contains a healthy economic corridor consisting of an indoor shopping mall, several big box stores that serve the regional market, and a healthy, diverse mixture of other commercial uses, development and architectural trends did not lend themselves towards the creation of a pedestrian -friendly commercial city center. Community Engagement Part I- Strategic Plan From 2017-2018, the City of Chubbuck sought broad public input while developing a strategic plan. Input from residents, business owners, and visitors was sought on a variety of topics including general thoughts and perceptions about: Chubbuck as a place to live, work, and play; quality of life; cultural, shopping, employment, civic, and recreational opportunities; safety; transportation; whether Chubbuck had a vibrant downtown and public spaces where people wanted to spend time; and quality of city services and infrastructure. When asked "What does Chubbuck's future "city center" look like, many responses seemed to treat the existing commercial corridor on Yellowstone Ave (State Highway US 91) as what would forever be the center hub for Chubbuck (e.g., "I don't envision a city center- it's always been a street"). Others could not identify an area for where a city center would occur with comments such as "Not sure what city center is or [where it is] located. We are {sic} so spread out in the city" and "Needs a more defined downtown area ... there is none at this point" and "Where is city center?". Others offered ideas for what they'd like to see in a city center area; suggestions included: • A walking district with businesses and eateries • Clean, shaded areas to sit on a bench, easily accessed by walking/riding bike or non -motorized vehicle, eating places, shopping set up like 'Station Park' in Farming, UT. This could be done on a smaller scale with room to expand. Near new freeway interchange." • A gathering place with grass/parking for events, family -friendly and convenient. Library and other services would be concentrated there. • Outside shops with walking paths with restaurants and outdoor shopping. • Not on Yellowstone. Master -planned city center where citizens can park and walk between buildings. • Needs to be a more defined downtown area ... there is none at this point." • "Not on Yellowstone. Master planned city center where citizens can park and walk between buildings". Based on input from the surveys, the Council approved a strategic plan with the following action items (Exhibit 1): • Create a downtown plan for all ages and abilities. 1 • Develop a downtown plan to create an area in the city where youth will feel valued and have opportunities; ensure that youth have a seat at the planning stage table. • Develop a downtown plan with art and cultural opportunities throughout and with programmable and programmed space. Facility Needs Assessment- New City Hall In 2017, the City obtained the services of LCA Architects to perform a facility needs assessment based on historical and forecasted trends including city growth and associated city personnel needs to estimate future building and site area space. With the information from the study, the City was better able to understand budgeting and scheduling needs and to evaluate alternative approaches to solving facility needs. After reviewing the study and available options for funding, the Council and administration decided that the City would immediately pursue the construction of a new City Hall followed by a reconstruction of the existing city hall to be serve as a police station expansion. Downtown Pitch to City Council Based on the input received through the strategic planning process, in 2018 the community services and public works departments sought to identify areas in Chubbuck which could be home to both a more urban downtown of the City as well as to a city hall. Several areas were considered, including greenfield areas at the new Northgate Interchange and on Knudsen Boulevard, as well redevelopment possibilities, including the area between 1-86 at the south and Chubbuck Road at the north and the railroad tracks at the east and Yellowstone Avenue at the west, and other areas along Chubbuck Road and Yellowstone Avenue. Based on a city staff visit to the Idaho Central Credit Union headquarter campus in Chubbuck and having assessed surrounding development and conditions and of the plans and needs for the credit union, city staff proposed the including the area between 1-86 at the south and Chubbuck Road at the north and the railroad tracks at the east and Yellowstone Avenue at the west, and other areas along Chubbuck Road and Yellowstone Avenue as the site to pitch to the City Council as an option. In February 2018, the directors of the community services and public works department presented to the City Council. The presentation included the preliminary results of the strategic plan related to the community's input and desire for a downtown area, a concept drawing of a possible layout and land uses in the identified area, and rational for a downtown area in Chubbuck based on economic development and placemaking concepts. The Council was overwhelmingly supportive of the downtown concept and of locating the new city hall in the identified area and when the CEO of Idaho Central Credit Union stood and offered to secure an available piece of property for the new facility until the city could purchase it, the puzzle pieces fell together, and the downtown planning process commenced. 2 (Concept Plan presented to City Council) When it was decided to build the new City Hall near the corner of Burley Drive and Linden Avenue, the Chubbuck Development Authority quickly purchased approximately 7 acres of blighted or underdeveloped properties in the area so that the properties did not immediately redevelop under current city commercial zoning standards and so that they could be disposed of only once the City had developed zoning standards befitting a downtown area of the City. From 2018-2020, the city hall building and surrounding area were designed through the efforts of consultants and Chubbuck staff. With an eye to the future, the city hall property and those CDA - owned properties around it were redeveloped to have angled parking, streetlights and trees, and usable public space which could be programmed and used, and it is with the design of that project that a model was built for the streetscape in the Chubbuck downtown area. 3 Community Engagement Park II- Steering Committee In January 2020, a group of 32 stakeholders from across the community gathered to provide input in a visioning workshop facilitated by J -U -B Engineers, the Langdon Group, and Gateway Mapping, Inc. Stakeholders included representatives from the Idaho Department of Commerce, City of Chubbuck, Idaho Transportation Department, Pocatello-Chubbuck Chamber of Commerce, Portneuf Library District, REDI, Bannock Transportation Planning Organization, Chubbuck Development Authority, SICOG, Myers Anderson Architects, Pocatello Regional Transit, Jackson Land Design, city residents, and representatives from a number of area businesses including Idaho Central Credit Union, Palace Theater, Patriot Square, . From the workshop, important elements where identified to be addressed in future planning efforts (Exhibit 2): • A theme should be developed for the downtown area- ideas for themes included using local natural features for names and symbols, ; • Art and street furniture are important and street furniture should be consistent; • The area should be a modernized urban area instead of attempting to reinvent and compete with Historic Pocatello; • The area should have representative art that includes murals, sculptures, and possibly wrapped utility boxes; • The area should be cozy and have areas for gathering; • If alleys are used they should be wide, clean, well -lit, and paved; • Well-designed lighting and streetscapes are desired. Streetscapes should be landscaped and trees used for shade. • Streets should utilize angled parking for efficiencies. • Possibly publicly available amenities could include gas fire pits allowing for multi -season use, a skate park, outdoor bands, events, etc. • The downtown area should have multi -modal connectivity with other areas of the city. Community Engagement Park III- Community Surveys Following the visioning workshop, from 2020 — 2021, a number of community surveys where provided to the community for input on a number of specific elements in the downtown area (Exhibit 3). With the ongoing COVID-19 pandemic affecting the ability to gather in-person, online surveys and use of the City's social media pages and the use of the app, Nextdoor, were to be deemed appropriate to collect feedback from city residents, businesses, and others within the broader Portneuf Valley. With concurrent construction of the new city hall building in the new downtown area and the need to create additional local streets and streetscapes, survey results influenced choices that were made for lighting and street names (local natural features). Furthermore, results of the survey were used to influence this plan and will be used to create the ensuing downtown subarea ordinance of codes and standards. Existing Uses and Conditions The area from 1-86 at the south and Chubbuck Road at the north and the railroad tracks at the east and Yellowstone Avenue at the west contains approximately 100 acres of land and a variety of land uses ranging from the newly developed Idaho Central Credit Union headquarter campus (ICCU owned approximately 1/3 of the entire 100 acre area), self-service storage units, aged large lot residential properties, gas stations, banks, fast food and other restaurants, and other interspersed. Although the area of the identified district along Yellowstone Avenue and Chubbuck Road experienced private investment for redevelopment, the internal area not fronting the arterial streets largely have not (apart from the ICCU campus). Again, not including property owned by Idaho Central Credit Union, approximately 20 acres of the area are currently undeveloped without residential or commercial structures. The Village area contains 2 major arterial roads, Yellowstone Avenue (state highway 91) and Chubbuck Road, 1 functionally designated minor arterial (Burley Drive), 2 functionally classified collectors (Linden Avenue and Evans Lane), and five local streets including: East Burnside, Evans Lane, East Linden Avenue, Kinport Crossing, and Scout Mountain Way, Kinport Cross and Scout Mountain Way are the newest streets and together with the streetscape improvements on Burley Drive and E. Linden Ave that were done as part of the new city hall project, they serve to model the vision for the rest of the street network internal to Chubbuck Village. The blocks in this area are longer that what is typically promoted for highly walkable and accessible developments with the distances being as shown below: 4w,-4 R. —920' —434' —920' —354' —1365' —630' 1 1 —630' 420' —970' —425' —652' 656' Implementation Goals & Policies To create a long-lasting downtown area that attracts businesses and residents alike, the identified area in its current form will require modifications to zoning, its built form, and land uses and structures. To facilitate the transition, as a policy of this district plan, the goals and policies of this Plan are adopted by the City of Chubbuck into the Comprehensive Plan and supersede and control any conflicting goals and policies found in other portions of the Comprehensive Plan: L Goal 1: A transportation network will be developed which will promote enhanced pedestrian and bicycle mobility within and to the Village area. Policies: a. This map is adopted as the functional class road map for the Chubbuck Village area for the purpose of identifying type, design, and function. While general street and right-of-way locations are identified in the map below, it is not intended to set specific locations; deviations in specific route location may be approved through the development or permit approval process provided the proposed route meets the intent of this Plan. 7 b. Properties which are adjacent to streets and/or walkways or which have proposed streets and/or pedestrian corridor locations containing the streets and/or walkways will be required to develop/redevelop in accordance with this plan. 1. Right -of -Way and Improvement Requirements for Evans, E. Right -of -Way and Improvement Requirements for all other streets where parallel parking is used (below; large copy on file with staff) W/ PARALLEL PARKING 3. Typical locations and dimensions of striping, lighting, trees, and curb extensions (below; large copy on file with staff) 4. Pedestrian corridors (or walkways/paseos) shall be designed in relationship with their surrounding building environment at the pedestrian scale. When pedestrian corridor, or paseo, is encroached upon by buildings, the City may be require that the taller the building the wider the corridor shall be and may require landscaping or other features to "soften" the space and make it more inviting for pedestrians. c. Through the development exaction and/or building permit process, defined streetscape and pedestrian corridors as shown in this plan will be dedicated and constructed. d. Sight triangle requirements are encouraged to be lessened in this district when compared with traditional commercial and mixed-use developments commonly found in the City. n e. Bicycle and pedestrian routes such as crosswalks, paths/sidewalks, bike lanes, etc., which connect to the Chubbuck Village area are a priority of the City. Priority crossings outside of the district itself which will encourage access to the district via alternative means of transportation are the installations of crosswalks on Yellowstone Avenue from 1-86 north to Park and on Chubbuck Road from Hawthorne Road to Hiline Road. f. Through a combination of public and private efforts, bicycle racks shall be provided to encourage biking to the area and to prevent the use of trees, benches, trash bins, etc from being used for bicycle parking. Bicycle racks must be located to allow a clear walkway to comply with the Americans with Disabilities Act and racks should be located in either the furnishings zone or on curb extensions where possible. Inverted "U" and loop rail racks sturdily attached to the ground are preferred for normal sidewalk installation but all others except traditional/grid bike racks may be considered. Goal 2: Through a combination of street, sidewalk, on -street parking, landscaping, lighting, setbacks and architectural design requirements, the public realm is inviting, accessible, aesthetic, and safe and ensure that the district is visually cohesive. Policies: a. Streetscape types will include street -level setbacks (build -to line) where necessary to create a street wall by locating buildings adjacent to the sidewalk or front property line. b. Alleyways are encouraged and when used, will require designs that recognize them as programmable public space and a right-of-way. Public art and building access through alleys are encouraged to activate the spaces. The use of alleys for commercial unloading is encouraged. c. Tasteful public art, including murals, which enhance the intended characteristics of the district is strongly encouraged in the area to activate walls or otherwise blank spaces. d. Pedestrian accessibility is crucial between buildings and the public realm and public easements, sidewalk connections, and public entrance doors will be required. e. Street names, when new or changed, shall be reflective of natural features with proximity to Chubbuck, or to geographic features recognized commonly in the state of Idaho (i.e., "Idaho Street"). f. General architectural standards will be developed for structures in the Chubbuck Village area but it is not the intent of this plan to restrict creative solutions or plans. Architectural standards shall be reflective of the need to create buildings that enhance the public realm, that are compatible with surrounding (current and planned) structures and spaces, and that create an appealing visual interest without being overly prescriptive. g. Ground level architecture and design shall be such that pedestrian walks on sidewalks are interesting and engaging, factors which encourage walking. This can be accomplished through elements such as 9 store front windows with retail displays, outdoor dining areas, art displays, and placing restrictions on unbroken fagade appearances, requiring vertical fagade features, etc. h. Building heights will limited to specific minimum and maximum heights in order to create a unified district and to create a public realm in public rights-of-way (public or private) that is comfortable and inviting. i. Signs in the Chubbuck Village area will be limited to scale and location so they are not obtrusive and so that they enhance the public realm. j. Distinctive entry features, including arches, monuments, signs and other structures are encouraged to be planned and constructed to give the district an identify separate from the rest of the city. Such features should be reflective of the nature theme of the district. 1. Preferred Locations of Entry Features (below) wiI 10 k. Regulations will be developed that focus on form and function of the public realm to a greater extent than traditional zoning focused primarily on a separation of uses. Parking regulations will be adopted which promote on -street parking and shared parking areas (surface and garages) and which to decrease chances that the Village area will be "over -parked". Parking garages are highly encouraged to allow for more efficient use of the land area. Parking standards should be created in recognition of this policy which differ from policies in other parts of the city. Where uses locate in Chubbuck Village which exceed the number of street parking stalls fronting the property, the city may require that monies be collected towards the creation of parking areas in a common parking area in or near the district. m. Surface parking facilities shall be designed in accordance with CEPTED principles (Crime Prevention through Environmental Design) to maintain the setback and street wall of the frontage streetscape and tools for accomplishing the wall may include rows of trees or hedges, or decorative fencing/walls limited in height. n. To maximize land use efficiency in the district, stormwater improvements should collect and treat stormwater below ground with infiltrators. o. The City will identify street furniture such as street lights, trash receptacles, benches, etc. for use in the district in public space. Goal 3: Mixed land uses and the built form in Chubbuck Village will create synergy in the region which draws individuals, commerce, and events throughout the week and throughout the day. Policies: a. The below future land use plan/map is adopted as the policy for the land use growth in the Chubbuck Village area. Future Land Use boundaries are not intended to be firm geographic line and the intersections of land use designation boundaries, the policy offers flexibility to the City in determining exact zoning designation based on a site-specific analysis. 11 b. The Plan District -Zone District Conversations for the Future Land Use Map areas shall be as follows: Plan Designation Zoning District Permitted Highway HC- Highway Corridor Village V- Village Commercial As established in Table 4-3 of the Plan 12 c. Structures and uses currently existing at the time of this plan's adoption shall be allowed to remain in their current form and function but only permitted uses and structures shall be allowed. For existing structures, the City will develop and implement regulations and standards for minor modifications impacting the public realm such that minor modifications will not require complete compliance with the Chubbuck Village area standards but will bring the structure closer into the spirit and intent of the district's vision. d. Commercial lots and buildings within Chubbuck Village should be scaled such that local entrepreneurs have access to the property market thus creating a diverse mixture of property ownerships and uses through a use of dimensional or area maximums. e. A mixture of land uses is strongly desired and encouraged within Chubbuck Village so that the area draws visitors throughout the day and throughout the week. Methods to obtain this mixture could include limiting certain uses to certain geographic areas in the district or to limiting certain uses to maximum percentage of floor area of the entire district as a whole (e.g., secondhand retail uses limited to 5% of the total floor area square footage). Uses which will draw visitors to the area more frequently than others are preferred over those which will draw less frequent visitors. Examples of preferred uses include things such as a small grocery market, bakery, bicycle shop, restaurants, offices, studios and galleries, experiential activities, etc., all of which offer regular business hours during days/evenings and Saturdays. f. Shared sanitation facilities between uses are desired to minimize frequency of such facilities and dumpsters in the district. Dumpsters are encouraged to be located in alleyways. g. Events in Chubbuck Village are strongly desired and encouraged. With increased focus on the Chubbuck Village and with recent investments in usable public space around city hall on Linden Avenue, the district would be optimal as it develops for Chubbuck Days, farmers markets, food truck vendors, and other community -oriented events. Goal 4: Chubbuck Village will function through a combination of private, quasi -public, and public cooperation. Policies: a. The City should consider the use of a downtown business improvement district (BID) as the primary downtown administrative body responsible for programming events, landscaping maintenance, activating public spaces, creating common parking areas, advertising, etc. but until such time that the district is formed and deemed self -sustainable, the City will lead efforts for said functions. BIDS are allowed by Idaho Code Title 50, Chapter 26 and allow for cities to create an organization that is publicly sanctioned but privately directed. BIDS complement standard public services by adding opportunities for enhanced safety, cleanliness, physical improvements, parking areas, transportation services, etc., and a levy may be assessed on all businesses or business property within the district to pay the costs for desired features. b. With a recognized benefit to the broader public of having an urban space and to the economic potential in the district, the City will carefully analyze and strongly consider establishing an urban renewal area 13 containing the district so that tax increment financing is available to assist with public improvements of the streetscape and other areas deemed to be of important public interest. c. The City, with support and input from stakeholders, should pursue funding opportunities for infrastructure investments from: • Idaho Department of Commerce- Community Development Block Grant • BTPO allocations • City investments • Chubbuck Development Authority • Local and community sponsors • Other grant opportunities 14 W/ PARALLEL PARKING 7.5' ANGLED PARKING 4' TREE WELL (TYP. The Plan was created through gathering community input through questionnaires, obtaining input from all City Departments, and having discussions with the City's elected officials. The result is a vision, key performance metrics to achieve by 2024, and identification of actionable opportunities to bring the Plan to fruition. While not a binding policy document, this Plan provides a roadmap to achieving the community's goals in consideration of the City's resource constraints. The Strategic Plan is intended to be a living document, reviewed annually by the City prior to budget presentations to identify emerging strengths, weaknesses, opportunities, and threats, and to have its action items amended as needed to add or remove projects crucial to accomplishing its key performance metrics. As part of the budgeting process and/or in other program shifts, City department heads should identify how their requests will further the goals and vision of this plan. Action items in the Plan are assigned to specific department heads (or division managers). The intent of this plan is that the action items are effectuated by identified department personnel and/or through coordination boards/commissions which are administered by department heads (e.g., Public Works Director, as Executive Director of the Chubbuck Development Authority (CDA), works with the CDA to fulfill a specific action item; the Planning & Development Director works with the Land Use & Development Commission to fulfill a specific action item). City of Chubbuck Strategic Plan oo Every year, department heads report on how their departments are fulfilling action items and the vision of the Plan oo Action items are reviewed annually by staff and elected officials to determine if changes should be made oo Every 5 years, questionnaires are sent to the public to evaluate how the performance metrics were met; the Plan is revised as needed 1 1 Page IMPLEMENTATION & ASSESSMENT CYCLE City of Chubbuck Strategic Plan 2 1 Page METHODOLOGY From December 27, 2017 through February 20, 2018, the City of Chubbuck sought input from area residents on a questionnaire which would lead towards the creation of the City's Strategic Plan. The questions were drafted by City of Chubbuck Staff and reviewed by the City Council prior to seeking responses. The survey was not intended to be exclusive to City of Chubbuck residents as City Staff and the Council sought input from all residents within and near the City. The questionnaire occurred in 2 formats, one being digital in which a Survey Monkey link was published on the City's social media accounts and Mayor's vlog, provided by the Highland High School Principal to students, and linked in the Mayor's December quarterly newsletter and the second form being paper surveys which were mailed to randomly selected households within the City of Chubbuck. Randomly selected households were determined using mailing info received on November 14, 2018 from the City of Chubbuck's utility billing database under the City Clerk. Responses were incentivized through a drawing for 5 $25.00 gift cards to an area restaurant through the Pocatello-Chubbuck Chamber of Commerce. The database contained 4,367 billing addresses and was converted from .txt format to Excel format. Duplicate names were removed from the database using the "Remove Duplicate" data tool in Excel leaving 4,047 unique names, and the list was randomized using the "RANDBETWEEN" function. With the list randomized, the first 600 names were selected. Finally, businesses were removed from the list to create a list of 543 random survey recipients. A Downtown Revitalization Plan, with public involvement and ongoing engagement with funding partners, is essential to move this important endeavor forward and position the City for success. Goals + Projects Following the adoption of the City's Strategic Plan, the City took a big step forward by hosting a workshop with business owners and key stakeholders, facilitated by City staff and consultants on January 27, 2020. See attached Workshop Summary Chubbuck Downtown Recommendations I January 2020 1 1 How to Move Forward In order to make the community's vision come true, there are very distinct steps that should be taken to achieve success. For downtown planning, the best place to start is by forming a Downtown Revitalization Steering Committee that can support the City with developing a Downtown Revitalization Plan. Other specialty committees may need to be formed in the future to implement specific projects identified in the Downtown Revitalization Plan, such as art, events, bike/pedestrian improvements, etc. With a strong vision and consensus, success is much more likely to occur if people who specialize in these areas are involved early and often. With some of the groundwork that has been established with the downtown visioning session, Chubbuck is in a position to move forward with a comprehensive Downtown Revitalization Plan with a focus on specific facets of downtown revitalization including community branding, art, benches, facade improvement programs, decorative lighting, wayfinding/signage, parking, agreed-upon street section(s), and public infrastructure. 2020 Issue a Request for Proposals (RFP) to create a Downtown Revitalization Plan Z. Develop a Downtown Revitalization Plan 3. Develop a Strategic Funding Plan Project Concept Development (details needed for grant applications and construction cost estimates) . Apply for Construction Grants 2021-2025 . Build your projects z. Re -assess 3. Do it again! Go to the next project, repeat Steps #4 & #5. Chubbuck Downtown Recommendations I January 2020 12 M Action Plan 1. Issue Request for Proposals for a Downtown Revitalization Plan It is recommended the City of Chubbuck issue an RFP for planning, grant writing, public involvement and engineering services to cover all facets of an implementable Downtown Revitalization Plan. 2. Develop Downtown Revitalization Plan Why does Chubbuck need a Downtown Revitalization Plan? A well -conceived and vetted plan rallied by the community will provide City decision -makers with a solid roadmap to follow. Moreover, funding agencies, such as the Idaho Department of Commerce, expect to see that the City has developed a plan with prioritized improvements that are supported by business owners and the public. Funding agencies also want to see that the City is ready to make real changes that will support long term economic growth for existing and future businesses. The Downtown Revitalization Plan should address the following items: • Existing Conditions Assessment • Priority Investment Areas & Phasing Plan • Multi -modal Circulation & Parking • Typical Street Sections • Concept Design for Top -priority Projects (i.e. Yellowstone Avenue beautification, Chubbuck Road corridor) • Cost Estimates for Top -priority Project(s) • Building & Street Design Standards • Zoning Code Revisions for Downtown District • Business Attraction Strategy • Strategic Funding Plan 3. Develop Strategic Funding Plan A Strategic Funding Plan is an important tool for implementing improvements identified in a Downtown Revitalization Plan. The Strategic Funding Plan can help identify which grants the City should pursue and guide the City in budgetary decisions. 4. Project Concept Development Once funding sources have been identified for priority projects, official concepts and construction cost estimates should be developed. These items are needed to support grant applications and further inform revitalization efforts. Concept plans can help the City with budgeting for matching dollars and determining what, if any, in-kind labor can be done to help reduce costs. S. Apply for Construction Grants Once a concept plan (with a construction cost estimate) is ready, the City of Chubbuck will be ready to apply for a grant or multiple grants to fund top priority construction improvements. The most lucrative grant to apply for is an Idaho Community Development Block Grant. Grant applications are due the week before Thanksgiving of each year and the maximum grant amount is limited to $500,000. Chubbuck Downtown Recommendations I January 2020 13 4MU 4111111111111111 _ Communication is Key Communication is essential when embarking on a community planning project of this magnitude and scope. Attendees at the January workshop expressed an interest in being informed on a regular basis so they can be aware of ongoing accomplishments and upcoming projects. It is recommended that the City of Chubbuck send out (email, mail and/or social media) a quarterly newsletter to workshop attendees and other interested parties. Ideally, the greater public would also be informed through local media outlets, social media, the City website and at community events. Sharing this information with the greater public could result in volunteers and stakeholders offering valuable input into this overall effort. The content of the first newsletter could report what was heard at the workshop and present next steps (i.e. grant applications in the works, projects currently underway, planned projects, status of establishing a downtown revitalization steering committee, etc.). There is a sign -in sheet attached to the Workshop Summary with contact information of those who attended the workshop. It is anticipated that some of the attendees will be interested in serving on the Downtown Revitalization Steering Committee. A total of 32 people attended. Mayor England welcomed community members and explained the vision for developing a central downtown for the City of Chubbuck, that could provide a variety of amenities for families and community members, as well as attract and sustain businesses. City staff reviewed the recent public survey that was conducted to gain an understanding of the communities' ideas and concerns regarding creation of a downtown district. Feedback from that survey helped inform the Strategic Plan currently guiding downtown planning activities. City staff also shared visuals of the new City Hall building, planned for a site within the new downtown area; construction should begin this spring. Team members from the consulting firm J -U -B Engineers, Inc. provided an overview of the planning process and gave examples of recent Idaho communities that have undertaken similar efforts to revitalize their downtowns, explaining how the designs were developed, funding secured, and projects implemented. Participants spent the remainder of the workshop rotating through four small breakout discussion groups, each focused on a different aspect of a downtown plan, including themes, general design features, and preferred types of mobility and access. Ideas collected through the small group discussions will help inform future planning efforts. See attached Sign -in Sheet Questions and Comments Presentation questions 1. They also look intentional as part of the planning rather than some of the first couple which look like they were put out as an afterthought. Any planter that is used needs to zero scape and not needing 10/1/2020 10:54 PM to be maintained. If we have to have staff water or weed that will require increased staff and increasing city budget. That can then increase resident taxes. The medium planters that double as seating 10/1/2020 10:51 PM The first group of the artsy/local made ones 10/1/2020 10:22 PM Not really how about plant fruit trees that people could eat from as the walk not take a bunch 10/1/2020 9:03 PM home to can just to eat while in the area kinda like the grocery stores have for kids Artsy by local talent 10/1/2020 7:50 PM The raised/bench ones 10/1/2020 7:25 PM i liked the random planters best 10/1/2020 5:47 PM flowers, scrubs and benches. Nope liked them all 10/1/2020 1:58 PM None got my particular attention. 10/1/2020 1:57 PM I like the planters with the seating and I agree a lot of trees would be great! 10/1/2020 1:55 PM The ones with low walls or seating. Also more modern -looking, like the middle one of the first 10/1/2020 1:35 PM three photos. I like the idea of having large sections of planters. Prevents people from J -walking. Also as 10/1/2020 1:14 PM long as the sidewalks are really wide then the larger planters and trees should be used. If the sidewalks of clear walking space is smaller than 6 feet wide then small planters should be used. I liked the planters in ground, and actually liked the in ground planters with low fencing more 10/1/2020 11:59 AM than I would have expected! It may be all the beautiful tulips in one of the images that are particularly swaying me.:) Support local artists! 10/1/2020 10:26 AM The ones with seating. 10/1/2020 10:01 AM Medium size planters, and low fencing. 10/1/2020 9:51 AM planters that double as a bench. Raised from the ground looks cleaner 10/1/2020 9:21 AM Something concrete or stone. What I liked was that it would be less maintenance. Chubbuck 10/1/2020 8:57 AM can't maintain what it has for plants, parks, flowers, etc. we need low maintenance. Wood breaks. Movable breaks. Concrete would be easier and durable. Essentially one style: There should be one unifying style for the entire area, with a few variations here and there. Few styles: I'd like to have one style for the downtown area in general, and something else/unique for certain streets or blocks. Few Styles: I'm OK with a few different styles for different small areas or separate streets. Multiple styles: I think there could be several different styles unique to different areas and streets. Love the black and plants. Banners are good too, 5/31/2020 9:41 PM 3 13 5/31/2020 8:40 PM 4 1 like the classic look to it and the hanging flower basket option. #6 5/31/2020 8:06 PM 5 #3. Looks like something that goes with our community. 5/29/2020 8:38 AM 6 #4. Like that it can accommodate signs and flowers. I like simple, yet classic. Having too many 5/29/2020 8:32 AM intricate designs on it makes it look too over the top and old fashioned and will be difficult to repaint. If we were an older community with historic houses many of the other lights would work. However, we are a relatively new community with housing less than 50 years old and the majority of housing being built in the last 20 years, so we need a more modern, classic look. 7 1 like the classic look of the streetlights. 5/27/2020 12:14 PM 8 11. I think this style will not add to the light pollution issue. 10 a modern 2 light look 5/27/2020 9:38 AM 11 A banner is attached to the light pole. I believe this this feels more modern. 5!2712020 7:44 AM 12 #5 1 like the lighting to go downward on sidewalks. Feels safer when well lite. 5/27/2020 6:15 AM 13 1 love the modern feel to them. This new chubbuck downtown deserves to be different. It's new 5/27/2020 4:29 AM so make it modern. Takes it up a class level. 14 # 13Appeared to have potential for lowering light pollution, while still retaining some classic 5/26/2020 10:53 PM aspects of a traditional light fixture 15 5 and 12. Clean simple designs that are also unique. 5/26/2020 10:43 PM 16 #13 - I like this because it doesn't look like a stereotypical attempt to make it look like a historic 5/26/2020 10:36 PM downtown when Chubbuck clearly does not have that historic presence. The lines are clear, classy, and intentional rather than ornate, historic and cumbersome. 17 Number 13. It has a familiar, traditional feel but not like it's pretending to be a historic 5/26/2020 10:34 PM downtown. 18 #12 It feels very homey to me 5/26/2020 4:33 PM 19 Downcast lighting most important. Classic style next important. Clean. Not too gaudy. 5/26/2020 3:54 PM 20 Like traditional lights 5/26/2020 3:52 PM 21 Clean lines, modern looking. #10 5/26/2020 3:45 PM 22 14- Looks dressy and festive, but would be less maintenance (less cost) than a flower basket 5/26/2020 3:37 PM and would look nice all year. I also like the ones that incorporate banners, and I don't mind flower baskets, but this does imply an ongoing maintenance cost, so if we could accomplish the same cheery look without that maintenance, that would be great! 23 1 like single lights with brackets best. #14 has a very unique style that I really like, 5/26/2020 3:11 PM 24 The light being directed down towards the road. Looks put together Has a classy look that won't go out of style. 4 and 5. Minimalistic yet updated. Not the antiquated lights from old cities. I also like banners, but not plants, Plants and trees would be nice in the walking path, but not on a pole, in my opinion. Question 11 13 was my favorite. I like the clean lines and the appearance of a roof (hat) over the fixture Number 10 - I like how modern it is. 14- Love the banners and square type lights #6 Over all design. #3, 7, & 11 we're all my favorites, they are sleek and modern. Each of them seem like they will emit enough light for safety and yet, will be aesthetically pleasing to the eye. It has style not just a pole as a hanger Classic look. I really dislike any new age artsy looking items. A classic look is more attractive and inviting. #3 - I liked that there could be a flag and a flower basket on the pole. But for looks of the light itself I liked others better. #31 IT CAN HANDLE HANGING BASKETS AND BANNERS Number 10, it looks modern and clean S. No character. Too modern and trendy. What is trendy now will be outdated later, #10 #8 is too plain and cheap looking. #10 looks too futuristic #111 dislike because it looks like a yard solar light was plopped on a pole. The ratio in sizing between the light and pole are not appealing to the eye. Too industrial hate the ultra modern or steampunk(ish) looks. I just don't feel like it screams "downtown homey feel," 8. It's gross #8. This option looked like an afterthought not apart of the design. The rust color affected my rating of this option. The fixture does not seem like it was built to last. #8 would look good on a farm, but not a modern city I prefer an industrial design, the light poles I disliked felt like a cheap futuristic design, #13 Looks like a porch light and no option for planters and flags How old and overused they are. #12 Mainly disliked the color and the bowed design with the floral accent... just seemed a little off for a functional street light... Basically the rest. They are ugly 8 - This looks cheap, dirty, unintentional and ugly Number 8, So plain and too small. Doesn't look like a special decorative fixture. #10 It is so impersonal Lighting is not downcast. Too gaudy. Twsted and busy Several - old looking I don't like overly sterile or overly ornate looks. #8 is just ugly. It would make downtown look cheap. No need for the double lamp, takes more energy/ space and increase light pollution. Number 6 The color and how simple it is. Pole is plain and noticeable. I don't like the ones that are too decorative, mid -evil looking. number 8 was the least favorite. points downward, just looks very cheap and wouldn't be appropriate for the area. The ones that are too industrial or look vintaged don't really fit Chubbuck in my opinion. #5 #8 #12 Ugly, no sense of design #8 thought it looked like a DIY flood light and cheap. # 8 They look very dated. 10, 11, and 12 The loop to hang it over the sidewalk. This would impact my business at 4604 and 4563 Burley Dr. I have been made many promises by the City of Chubbuck over the last 30 years and would hope they would honor what they promised. 1- 30 years ago when we purchased this property we were told that the City wanted this area to be for Commercial and Light industrial businesses. 2- 30 years ago we were told we could not have parking in front of our building but we must allow access behind our building 3- 30 years ago we were required to put in city sidewalk and curb and gutter even though at that time there was a gravel shoulder and no one else had curb gutter and sidewalk. Now we are being told we will become what you are tailing Village Zoning. 4- Now we are being told our business would not be allowed in this zoning but can exist if we never make any changes greater that 15%. l do not know what the 151 refers to but it says improvements greater than 15%. So if we fix the parking lot is that 15% it is undefined. 5- Now we are being told if we make any improvements to our building greater than 15% we must put parking in front of our building. We must also have decorative planters that jet out into the road for the snowplows to hit and ruin. 6- Now we are being told we would have to adjust the curb gutter and sidewalk for the third time because the city tore out our curb gutter and sidewalk when they improved the road about 8 years ago and replaced it. We are being told that if we make more than 15% change to our business it will simply not be allowed to exist. Wait ---What???? There are currently on the l=ast side of Hurley Dr. One Auto Body shop, Three separate self -storage businesses and Four single family homes. None of which are allowed in Village Zoning, Idaho Central has been exempted out and is allowed to continue as a Commercial Zoning on both sides of Burley Dr. On the West side of the street there is a construction company that stores equipment and concrete forms, a self -storage business and a veterinary clinic that boards animals. That already exists there. None of these would be allowed under the new Zoning. All of these businesses have helped to clean up and build the city of Chubbuck. All of these businesses depended on the City to stand by their word. It is unjust and unfair to constantly move the goal post, as it were, as to how you are allowed to do business In the City of Chubbuck. I would suggest that just as Idaho Central was allowed to remain in the Commercial zoning that the East side of Burley Dr. should also remain in Commercial zoning as we have been promised for many years. I would also propose that the West Side of Burley Dr between Evans and Linden be allowed to remain in the Commercial Zone. They are contiguous with what was promised and with what the zoning is for Idaho Central. This is the honorable thing to do. This is what a city does to show respect for the businesses that have helped to build it into what It is. However, when it comes to an addition in section 4. 1 can't quite buy off on that idea. I" a commercial appraisal adds at a minimum $5,000.00 to a project. This cost does not even guarantee the city will accept whatever is being proposed but must be born by the business owner. 2nd I have had other dealings with planning directors. We were presented with one idea as a planning council (I served on Bannock County Planning and Zoning) at the county but when it was put into action later the Mr. friendly interpretation of that director that presented went away and the property owner was not allowed to do the improvement they sought or had to do so at a much greater cost than the next guy paid. Any and I mean any ambiguity in language and loose interpretation language that is presented can be interpreted in many different ways. The same staff usually is not there, and the new staff has no idea of what was said previously. 3rd I still believe it is best to leave the East side of Burley Dr alone. Let it stand as it is. The businesses already exist. The only purpose I can see for the city to change the zoning on that side of the street is they have their eyes on the piece of property the Parrish family sold to a developer in Idaho Falls that the city wants for their Library. Everything else on that side of the street already exists. 41" I also believe the west side of Burley should be left as it is between Evans and Linden Streets. Idaho Central gets to stay the same so why does everybody else have to change??? The city would not allow Alpine animal hospital to be on Chubbuck road west of BLIMPIE's. So, they forced their hand to come over here. And now the city wants to change their zoning and control how they do business again. Scott Harris has heavy equipment and construction trailers and tools. SafeTGard Storage is built out and exists as a self -Storage facility. None of these businesses comply with the new zoning and have existed here for some time. I do not think any of them plan on becoming blighted or torn down. They are all new within the last 30 years. Is it the city's intention that every 30 years they will threaten the very people that are trying to build this community and that are in current compliance will have to face the threat of spending exorbitant amounts of money to comply every 30 years to the latest city whims? Does the city not honor or respect the citizens that comply all along the way??? Really? This is the reputation the City of Chubbuck wants to foster? Here is the language from the end of the Land and Building Uses section, about non -conforming uses section and the value of an expansion. It's on pages 15 and 16 in the document, section 4 has the stuff we were talking about. B. Nonconforming Uses Structures and uses currently existing at the time of this code adoption shall be allowed to remain in their current form and function however: 1) At the time of a change to a different land use group as outlined in the table above, the new land use must be in conformance with this chapter. 2) Rehabilitations which do not affect the external dimensions of the structure, or make changes to the exterior of the building except for re -roofing and replacing windows, do not require compliance with the architectural requirements of this chapter. 3) Rehabilitations which do not affect the external dimensions of the structure but that make changes to the siding, cladding, or other non-structural fagades visible from the existing public realm, or from a planned public realm such as a future street or pedestrian corridor, are required to receive approval by the design review committee upon demonstrating that the project will meet as many of the design and frontage standards from section 18.19.060 as are feasible. 4) Lateral and/or vertical additions to existing buildings require that the addition be constructed to meet the requirements of this chapter. If the value of the new addition will exceed the value of the existing building, as determined by a professional appraiser, the entire building and site shall be brought into compliance with the requirements of this Chapter. February 28, 2022 Dear Planning & Zoning staff, Mayor, and Council Member, I am writing for my concerns for my property at 4700 Burley Dr. I have concerns about the proposed rezoning and the impact it will or could have on my business. My family has been running a collision repair and restoration shop at this location for 42 years. During these years we have served the citizens of our community and surrounding areas building lasting relationships and a reputation as a business that delivers quality repairs. My concerns are how will rezoning impact my ability for future growth, the ability to sell my business when I retire and my ability to continue doing my day-to-day business operations. I am being told that will be allowed to keep my business at this location however if I decide to make any improvements over a certain % it not acceptable. To me this feels like government over -reach. We have helped build this City and have contributed to many organizations in our community from youth sports to various organizations and feel we're an asset to our community. I don't understand how come the City of Chubbuck wants to come in and change the zoning when it can and will affect the businesses that have been in the area for so long. If it affects the ability to continue operations and the business's ability to thrive then I'm not interested in having my property re -zoned. I feel that when Chubbuck changed the zoning from C3 to C2 several years back it was deceptive because Chubbuck had this idea already for having a City Center. I was reassured that it wouldn't affect my business negatively and I had nothing to worry about. Michael Harper March 1, 2022 To: City of Chubbuck From: Mark Adolfson, Bart Prestwich Property Owners 4730, 4740, 4750 Burley Drive Chubbuck, ID This Letter is in response to a letter we received February 28, 2022, regarding the zone changes of our above-mentioned property from (C-2) to the proposed (V -Zone). We Purchased this property in the Spring of 2019 with intent of using the property according to the (C-2) requirements and have been actively using the property for our Landscaping Business. We have not received any details at this time about the proposed (V -Zone) so we are not aware of the impact this will have on our business or future plans. Our long-term plans of developing the property have not been determined as we are entertaining several different avenues. Our short-term plans are to continue using a portion of the property for our Landscaping Business and to also use the remaining property for RV, boat, and trailer storage. We would also like to apply for a conditional use permit for the portion of property we intend to use for RV, Boat and trailer storage at this time. We would also like to request that we get more information on the details of the zone changes so we are more informed as to how the zone changes will affect our current and future plans. Thanks.
