MINUTES
Committee Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Thais Ayre, Carrie Holm, and
TJ Budge. Staff Members Present: Attorney Tom Holmes, Planning Manager Don Matson, Planning
and Development Director Devin Hillam, and Deputy Clerk Paul Andrus.
Mendenhall called the meeting to order at 7:OOpm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
GENERAL BUSINESS
1. Review and discussion of statutory framework for the Development Impact Fee Advisory
Committee as found in Idaho Code Title 67 Chapter 82.
Planning and Development Director Devin Hillam presented the statutory framework
for the Development Impact Fee Advisory Committee as found in Idaho Code Title 67
Chapter 82.
2. Discussion and direction to City staff about what information the Committee would like
to review at the next meeting to be able to file a report to the City Council.
The Committee asked for a summary sheet detailing revenues and expenditures for
each of the impact fee categories (Parks, EMS, and Police), a memo detailing uses of
impact fees since adopted, capital improvement plan projects which propose the use of
impact fees for funding, and a list of permits with impact fees by type/category. The
Committee also asked to have a representative from the builders association be present to
comment.
ADJOURN: Mendenhall adjourned at 7:15.

Board Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Thais Ayre, Carrie Holm, and
Mike Schwartz. Staff Members Present: Attorney Tom Holmes, Planning Manager Don Matson,
Planning and Development Director Devin Hillam, Fire Chief Merlin Miller, Development
Services Manager Sean Harris, Public Works Director Rodney Burch, IT Tech Tanner Leavitt,
and Deputy Clerk Paul Andrus.
At 6:15pm Mendenhall announced that under the direction of Attorney Tom Holmes that the
February 8, 2022 Impact Fee Advisory Committee meeting would be canceled due to technical
difficulties, and would be renoticed for a future meeting date.
APPROVAL OF MINUTES for January 11, 2022 (Action Item)
GENERAL BUSINESS
1. City officials will provide an overview of building permits and impact fees collected
prior to, and since the adoption of the impact fees and the committee may discuss the
provided information.
2. The Committee may hear testimony from an individual from the Building Contractors
Association of Southeast Idaho regarding their experiences and insights on the adopted
impact fees.
3. City officials from the Parks, Emergency Services, and Police departments will provide
an overview of revenues and expenses pertaining to their impact fee categories and will
discuss current and proposed projects of their applicable capital improvement plans. The
committee may discuss the provided information.
4. The Committee may move to make a recommendation for the City Council regarding
impact fees in accordance with Idaho Code section 67 -8205(3)(d -e) or the Committee
may provide direction to City staff about what information the Committee would like to
review at the next meeting in order to file a report to the City Council. (Action Item)
