COUNCIL MEETING MINUTES
OCTOBER 21, 2020 — 6:00PM

CHUBBUCK CITY HALL

CALL TO ORDER: Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans
COUNCIL PRESENT: Dan Heiner, Melanie Evans, Roger Hernandez, and Ryan Lewis.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Planning Manager Don Matson, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: October 7, 2020.
Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Lewis seconded motion for approval of minutes.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed.
PROCLAMATIONS:
1. Extra Mile Day.
Mayor England read aloud a proclamation.
GENERAL BUSINESS:
1. Approval of Northside Crossing Div. 4 Final Plat.
(Council will discuss the application and if it meets City code).
Brady Smith from Rocky Mountain Engineering represented the applicant. Mr. Smith
presented a 30 lot single family residential subdivision that will also include 1 lot for
multifamily, 2 common lots, and 3 lots to be dedicated to the City. Mr. Smith also stated
that a guarantee will be provided to the City for the future completion of the irrigation
pump station and associated facilities.
Planning Manager Don Matson stated that this application had been reviewed by City
Staff and appears to meet the standards of Titles 16, 17 and IS of City Code, and
recommended approval with conditions. Mr. Matson also asked for a condition to be
placed on the path/sidewalk along Hiline Road inside this phase to be built unless prior to
the approval of the construction plans, an agreement can be reached between the
applicant and City Staff that could ensure that the path be built when needed, whether
through bonding, a letter of credit, or inclusion of the path into a possible urban renewal
plan..
Councilmember Lewis motioned for approval of Northside Crossing Div. 4 Final Plat, subject to
the conditions in the preliminary plat that will be addressed with the constriction plans/drawings,
and conditional upon construction plans/drawings to be accepted by the City Engineer.
Councilmember Evans seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Heiner -yes, motion passed.
2. Approval to Reappoint Annette Baumeister and Dan Heiner to the Chubbuck
Development Authority. (The council will discuss the reappointments to the Chubbuck
Development Authority Board).
Mayor England presented the reappointment of Annette Baumeister and Dan Heiner to
the Chubbuck Development Authority Board.
Councilmember Evans motioned to approve the reappointment of Annette Baumeister and Dan
Heiner to the Chubbuck Development Authority Board.
Councilmember Hernandez seconded motion for approval.
Roll Call: Hernandez -yes, Lewis -yes, Heiner -yes, Evans -yes, motion passed.
Acceptance of Offer of Dedication for Bilyeu Estates Div. 6.
(Council will discuss if all city requirements have been Inspected and completed).
Public Works Director Rodney Burch stated that all city requirements had been
inspected and completed and recommend approval.
Councilmember Hernandez motioned for acceptance of offer of dedication for Bilyeu Estates Div. 6.
Councilmember Heiner seconded motion for acceptance.
Roll Call: Lewis -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
CLAIMS:
City of Chubbuck claims for October 21, 2020 as presented to Mayor England and
Council.
Councilmember Evans motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Lewis -yes, Hernandez -yes, Evans -yes, motion passed.
ADJOURN. Mayor Kevin England adjourned at 6:18.
