HomeMy WebLinkAbout10 07 2020 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES OCTOBER 7, 2020 — 4:OOPM LOCATED AT CHUBBUCK CITY HALL 5160 YELLOWSTONE AVE. CALL TO ORDER: Mayor England COUNCIL PRESENT: Ryan Lewis, Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Planning and Development Director Devin Hillam, Planning Manager Don Matson, Building Official Ron Osborn, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on Building Permit Valuations and Fee Options. Planning and Development Director Devin Hillam and Building Official Ron Osborn presented inconsistencies in building evaluations. The City is currently using a table for building evaluations from 1997 by City Code 15.04.090. The Building Department would like to update building evaluations to more accurately portray actual building costs, and maintain the current costs associated for a building permit fee for the developers. 2. Discussion on De -Annexation Request on Fairgrounds Road. Planning Manager Don Matson presented that the planning department had received a de -annexation request from McCormick Ranch. The requested property is located on the east side of the City of Chubbuck along what is currently Fairgrounds Road. The property owner has requested de -annexation due to the fact that the City of Chubbuck currently cannot provide the needed utilities to develop this land in the future. Mr. Matson stated that City Staff had some concerns about what detriment that the City could possible face if this property was de -annexed back into the County without knowing the zoning that will be placed on this property by the County or if it is latter annexed into the City of Pocatello. Mr. Matson also stated that the other two properties along Fairgrounds Road had submitted a request for de -annexation. Rod Furniss represented McCormick Ranch. Mr. Furniss stated that they didn't have any current plans for this property, but could eventually see it being developed as mixed use multifamily residential and limited commercial. Mayor England stated that he had received a letter from the Bannock County Commissioners stating that they were aware of this application and was ready to assume responsibility for any land use decisions. Plarming and Development Director Devin Hillam suggested having city staff work with the applicant, Bannock County staff, and the City of Pocatello staff to come up with the best process to move forward. City Attorney Tom Holmes suggest entering into a contract with the developer that would specify zoning and a time line for annexation into the City of Pocatello. 3. Discussion on De -Annexation Request on Buffalo Road. Planning Manager Don Matson presented that the planning department had received a de -annexation request from Andrew Scardino. The requested property is located southeast of Hiline Road and New Day Parkway, with access from Buffalo Road. This property was part of a multi property annexation in 2018. The property owner has requested de -annexation due to the costs associated to connect one house to City utilities. The Property owner has also stated interest in connecting to facilities and being part of the City in the future when it is more financially feasible. Mr. Matson stated that city staff had discussed with the applicant that this property would not be eligible to be part of a Tif. District and future utility reimbursements with a future annexation application if the property was to be de -annexed. Angie Scardino Day represented her father Andrew Scardino. Mrs. Day stated that her father was requesting de -annexation due to the costs associated to connect to City utilities and the increase in property taxes associated with being part of the City. Planning and Development Director Devin Hillam was concerned that with the unknown changes to the County's updated comprehensive plan that the County would allow this property to develop with a septic system and the detriment that could have on the City of Chubbuck's utility system. 4. Discussion about Regional Economic Development in Eastern Idaho (REDI). Mayor England presented an agreement to continue to be a member with the Regional Economic Development in Eastern Idaho (REDI). Mayor England felt like with the changes coming to Bannock Development Corporation (BDC) that the City of Chubbuck would be better represented and recommended to not continue its membership with REDI. The Council felt like REDI's CEO Teresa McKnight did a good job representing there plan and vision for economic development, and was concerned with the unknowns associated with the future of BDC. The Council requested quarterly updates to be scheduled with REDI and BDC so they can make an informed decision on how to move forward next year. 5. Discussion on the Advisory Question for City Consolidation on November's Ballot. The Council discussed an advisory question about the consolidation of Chubbuck and Pocatello that the Bannock County Commissioners decided to put on the November 3, 2020 ballot. The Mayor and Council will send out a united letter to encourage the residents of Chubbuck to vote "no" on this advisory question. 6. Discussion on Future Agenda Items. Mayor England presented a 3 month report about upcoming Study Session and Council Meeting business items. ADJOURN: Mayor Kevin England adjourned at 5:50.
