COUNCIL STUDY SESSION MINUTES

CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Melanie Evans, and Ryan Lewis.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Senior Planner Don Matson, Planning & Development Director Devin
Hillam, and City Clerk Joey Bowers.
Mayor England excused Councilmember Dan Heiner from the meeting.
GENERAL BUSINESS:
1- Discussion on a proposal by city staff to revise an existing chapter of City Code, 18.06
Land Use Definitions, setting forth various revisions, new definitions, and illustrations,
and to amend section 18.08.040 Schedule of General Controls, Residential Dwellings,
and section 16.08.04 and Section 17.08.04, with the terminology proposed in Chapter
18.06, following a public hearing and recommendation of approval by the Land Use and
Development Commission on June 9, 2020.
Senior Planner Don Matson presented changes to 18.06 of City Code. Which included
some new housing and lot definitions, sign types within future PUDs, related changes in
Title 18.08.040 Land Use Districts and General Controls, and the definitions of
condominiums in Titles 16 and 17.
2- Discussion on a proposal by city staff to replace an existing chapter of municipal code
18.20 Planned Unit Developments (PUDs), with a rewritten chapter 18.20 PUDs, to
amend sections 18.06.180, 17.08.120, and 17.20.090 with terminology consistent with the
proposed amendments to chapter 18.20, to amend sections 18.08.010 Enumeration of
Districts regarding the purpose of the PUD zoning district, and to amend 18.08.030.D
General Controls by District to include the Creative Community zoning district,
following a public hearing and recommendation of approval by the Land Use and
Development Commission on June 9, 2020,
Senior Planner Don Matson presented changes to the current PUD Ordinance. Which
included sizes for PUDs, to encourage larger developments to shift to Creative
Communities, a new land use table for the PUD zone that coincides with the
Comprehensive Plan Future Land Use Designation map, setbacks with transitions to
lower intensity development, architectural/design standards for PUDs, raising the
standard for open space dedications, and design and other incentives for residential
density or non-residential intensity.
3- Discussion on the Strategic Plan.
Public Works Director Rodney Burch presented a monthly report.
4- Discussion on Future Agenda Items.
Public Works Director Rodney Burch presented a 3 month report about upcoming
Study Session and Council Meeting business items.
