COUNCIL MEETING MINUTES

CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG. Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Melanie Evans, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Fire Chief Merlin Miller, Planning & Development Director Devin
Hillam, City Engineer Bridger Morrison, and City Treasurer Rich Morgan.
Mayor England excused Councilmember Ryan Lewis from the meeting.
APPROVAL OF MINUTES: July 1, 2020.
Councilmember Evans motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
GENERAL BUSINESS:
1. Adoption of Ordinance 816 Zone Change from Agriculture (A) to Limited Commercial
(C-1). (Council will discuss a change in land use from Agriculture (A) to Limited Commercial (C-1)).
Councilmember Evans motioned for the waiver of three readings, including the reading of one
time in full for Ordinance 816.
Councilmember Hernandez seconded motion for waiver.
Roll Call: Evans -yes, Hernandez -yes, Heiner -yes, motion passed.
Councilmember Hernandez motioned for adoption of Ordinance 816.
Councilmember Evans seconded motion for adoption.
Roll Call: Hernandez -yes, Heiner -yes, Evans -yes, motion passed.
2. Approval of Items for Auction.
(Council will discuss City property for auction).
Councilmember Hernandez motioned for approval of items for auction.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
Discussion on Agreement with Regional Economic Development in Eastern Idaho.
(Council will discuss an agreement for regional economic development in eastern Idaho).
Mayor England presented an agreement to continue to be a member with the Regional
Economic Development in Eastern Idaho (REDI). Mayor England felt like with the
changes coming to Bannock Development Corporation (BDC) that the City of Chubbuck
would be better represented and recommended to not continue its membership with
REDI.
Councilmember Evans felt like the City had gotten more out of REDI than BDC.
The Council requested to continue this discussion at a future study session.
4. Review and Discuss Water System Capital Improvements Plan.
(Council will discuss a capital improvement plan from Keller Associates).
Public Works Director Rodney Burch Presented Keller Associates. Keller Associates
had been working on a capital improvements plan for the City of Chubbuck.
Jim Mullen and Colter Hollingshead represented Keller Associates and presented the
results and findings for a capital improvements plan for the City of Chubbuck.
Adopt Tentative Budget for Fiscal Year 2021.
(Council will discuss the adoption of a tentative budget for 2027).
City Treasurer Rich Morgan presented the tentative budget to the Council and
reminded the Council of the process for adopting the budget. The total tentative budget
was set at 17.7 million dollars. Mr. Morgan stated that the City does intend to participate
in the Governors public safety proposal through the State.
Councilmember Heiner motioned for approval of the preliminary budget.
Councilmember Hernandez seconded motion for approval.
Roll Call Vote: Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
CLAIMS:
City of Chubbuck claims for July 15, 2020 as presented to Mayor England and
Council.
Councilmember Hernandez motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call Vote: Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
