CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans COUNCIL PRESENT: Dan Heiner, Ryan Lewis, Roger Hernandez, and Melanie Evans. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Engineer Bridger Morrison, City Treasurer Rich Morgan, and City Clerk Joey Bowers, APPROVAL OF MINUTES: June 3, 2020. Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes. Councilmember Evans seconded motion for approval of minutes. Roll Call: Heiner -yes, Lewis -yes, Hernandez -yes, Evans -yes, motion passed. PROCLAMATIONS: 1. Shop Local Day Mayor England read aloud a proclamation. GENERAL BUSINESS: 1. The Swearing in of Chubbuck Police Officers. Chief Bill Guiberson presented Officer Kash Clinton, and Officer Karson Eborn. Officers Clinton, and Eborn were sworn in by Mayor England and then had their badges pinned on by family members. 2. Acceptance of the FYI Comprehensive Financial Report. (Council will discuss the FY19 audited financial report). City Treasurer Rich Morgan presented and went over the final audited financial report. Councilmember Heiner motioned to accept the FYI comprehensive financial report. Councilmember Hernandez seconded motion for acceptance. Roll Call: Lewis -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed. 3. Approval of a Health Trust Contribution. (Council will discuss a funding request for the City's health plan trust). Human Resource Director Scott Gummersall presented that an additional contribution is needed to offset removal of a stop loss receivable aged over 6 months from the Health Trust financial statements. Regence did not send the aggregate claim information to the Stop Loss carrier until after the run -out period. The City appealed the denial by the stop loss carrier and expect the aggregate claim to be paid. Because the claim is now aged over 6 months, it is prudent to remove it from the financial statements, to be compliant with Idaho law. Councilmember Evans motioned to approve the health trust contribution in the amount of $75,000. Councilmember Hernandez seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Lewis -yes, motion passed. 4. Acceptance of Offer of Dedication for Westfield Estates Div. 1. (Council will discuss if all city requirements have been inspected and completed). Public Works Director Rodney Burch stated that this plat currently does not reside within the City of Chubbuck city limits. City Staff has completed final inspection and has found that all utility structures relating to portable water and sanitary sewer have been completed in accordance with City standards. The Developer has also signed an agreement with the City that this property will be annexed into the City once that opportunity is available. Councilmember Evans motioned for acceptance of offer of dedication for Westfield Estates Div. 1. Councilmember Heiner seconded motion for acceptance. Roll Call: Evans -yes, Heiner -yes, Lewis -yes, Hernandez -yes, motion passed. Review and Discuss Water and Sewer User Rates. (Council will discuss a water and sewer user rate study). Public Works Director Rodney Burch Presented FCS Group. FCS Group had been working on a water and wastewater rate study for the City of Chubbuck as requested by the City Council. Angie Virnoche and Paul Quinn represented FCS Group and presented the results and finding from their water and wastewater rate study for the City of Chubbuck. Ms. Virnoche went over a 20 year financial plan and a capital improvement plan. CLAIMS: 1. City of Chubbuck claims for June 17, 2020 as presented to Mayor England and Council. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Hernandez seconded motion for approval.
