Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez COUNCIL PRESENT: Melanie Evans, Dan Heiner, Ryan Lewis, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Planning and Development Director Devin Hillam, Human Resource Director Scott Gummersall, and City Clerk Joey Bowers. APPROVAL OF MINUTES: April 15, 2020 & May 6, 2020. Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes. Councilmember Evans seconded motion for approval of minutes. Roll Call: Evans -yes, Heiner -yes, Lewis -yes, Hernandez -yes, motion passed. GENERAL BUSINESS: I. Approval of Firework Permits for 2020. (Council will discuss the applications and if they meet city code). Councilmember Lewis motioned for approval of firework permits for 2020, contingent on required payment for permit fees, and final inspection from the Fire Department. Councilmember Hernandez seconded motion for approval. Roll Call: Heiner -yes, Lewis -yes, Hernandez -yes, Evans -yes, motion passed. 2. Adoption of Resolution 2020-01 to Accept TIF Eligibility Study. (Council will discuss acceptance of final eligibility study). Brent Tolman represented Outwest Policy Advisors. Mr. Tolman presented the findings and conclusions of the eligibility study, and recommended approval. The Chubbuck Development Authority had already reviewed the study and had no comments Councilmember Lewis motioned based upon the eligibility study, and based upon the recommendation and fmdings of this study, to adopt resolution 2020-01 to accept the TIF eligibility study, and direct the creation of an urban renewal area. Councilmember Heiner seconded motion for approval. Roll Call: Lewis -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed. 3. Review and Adoption of Ordinance 815 Flood Damage Prevention. (Council will discuss the flood hazard area within the city boundary). Planning and Development Director Devin Hillam presented an Ordinance from the Federal Emergency Management Agency (FEMA) to update the City's current City Code to meet the requirements for flood damage prevention. Councilmember Hernandez motioned for the waiver of three readings, including the reading of one time in full for Ordinance 815. Councilmember Evans seconded motion for waiver. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Lewis -yes, motion passed. Councilmember Hernandez motioned for adoption of Ordinance 815. Councilmember Heiner seconded motion for adoption. Roll Call: Heiner -yes, Lewis -yes, Evans -yes, Hernandez -yes, motion passed. 4. Discussion on Future Agenda Items. (Council will discuss upcoming agenda items). CLAIMS: This business item was removed from the agenda. 1. City of Chubbuck claims for May 20, 2020 as presented to Mayor England and Council. Councilmember Evans motioned to approve the City of Chubbuck Claims as presented. Councilmember Hernandez seconded motion for approval. Roll Call: Evans -yes, Hernandez -yes, Heiner -yes, Lewis -yes, motion passed. 2. City of Chubbuck claims for June 3, 2020 as presented to Mayor England and Council. Councilmember Evans motioned to approve the City of Chubbuck Claims as presented. Councilmember Hernandez seconded motion for approval.
