COUNCIL STUDY SESSION MINUTES

CALL TO ORDER: Mayor England
COUNCIL PRESENT: Melanie Evans, Dan Heiner, Ryan Lewis, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, Planning and Development Director Devin Hillam, and City Clerk
Joey Bowers.
GENERAL BUSINESS:
1- Discussion on the Strategic Plan.
Councilmember Evans wanted the Council to be more involved with the City's
Strategic Plan and help with community outreach programs.
Public Works Director Rodney Burch gave an update on the strategic plan, and the
process for measuring success within that plan. Mr. Burch stated that this plan allows the
Council to create a tactic or assign City Staff to create a tactic to align goals, and actions
from community input. This process also helps align the City's 5 year plan and 5 year
capital plan with the City's budget for transparency and efficiency.
Councilmember Lewis asked the department heads if the strategic plan had been
beneficial. Chief Merlin Miller stated that the strategic plan had put every department on
the same page and headed in the same direction.
Councilmember Hernandez wanted to make sure this plan was being communicated
among all the City employees, and wanted every employee to see these reports to help
share the vision of these goals.
2- Discussion on Future Agenda Items.
Public Works Director Rodney Burch presented a 3 month report about upcoming
Study Session and Council Meeting business items.
GENERAL ANNOUNCEMENTS: Mayor Kevin England asked the Council to be more involved and
to be active participants in upcoming City events.
