BOARD OF DIRECTORS MEETING
MINUTES
May 8, 2019
9:00 AM
Present: Kevin England, Chubbuck Mayor - Chairman
Jeff Mansfield, Pocatello Public Works Director and Engineer - Member
Rodney Burch, Chubbuck Public Works Director — CIAWCA Administrator
Ranelle Simmons, Chubbuck Public Works Office Administrator
Bridger Morrison, Chubbuck City Engineer; Richard Morgan, Chubbuck City Treasurer;
Roger Hernandez Chubbuck City Council Member; Devin Hillam, Chubbuck City Community
Planning & Economic Development Director.
Chairman England called the meeting to order at 9:05 am.
Approve minutes of board meeting held April 26, 2018 (action item).
Mayor England entertained a motion to approve the minutes. Mansfield moved to approve. All
voted in favor.
1. Financial Statements will be reviewed and discussed (action item).
(Board will review the statement and vote to accept or not)
Rich Morgan, Chubbuck City Treasurer, asked attendees to turn to the second page of the
auditor's statement. Opinion paragraph is an unqualified opinion. Unqualified means there is
nothing that they found that is a black mark against this entity. Internal controls are in place
and they are adequate. On page 6 the long-term liability is $17.1 million owed to City of
Chubbuck. The $16.3 million is the asset value of the infrastructure that is owned by this entity.
Mansfield moved to accept the Audited Financial Statement. All voted in favor.
2. Mayor England will discuss potential adjustment in connect fee / rate study.
Mayor England explained that a rate study is in process and will take some time to complete.
After the rate study this entity will discuss and decide if the sewer rate will change. JUB
Engineers are doing the sewer study.
Mayor England entertained a motion to adjourn. Mansfield moved to adjourn at 9:15 am.
