CALL TO ORDER: Mayor England COUNCIL PRESENT: Roger Hernandez, Dan Heiner, and Ryan Lewis. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Police Chief Bill Guiberson, Planning and Development Director Devin Hillam, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City CIerk Joey Bowers. Mayor England excused Councilmember Melanie Evans from the meeting. GENERAL BUSINESS: 1- Review Requests for Funding for Fiscal Year 2020. Ia. Andrea DeMartines represented meals on wheels. Mrs. DeMartines stated that meals on wheels provides ready to eat meals to elderly and disabled individuals Monday through Friday with the availability to get frozen meals for the weekend. Mrs. DeMartines stated that last year they had 20 clients with an average of five delivered meals a week in the City of Chubbuck. Mrs. DeMartines went over where meals on wheels gets its current funding, and stated that meals on wheels is more than just nutritional food, it is friendship, help, companionship, and the only contact some of their clients get in any given day. lb. Executive Director Sarah O'Banion represented Family Services Alliance. Mrs. O'Banion thanked the City for their support and gave a history of what Family Services Alliance does and how they help the victims of these crimes. Mrs. O'Banion stated that all their services are free and confidential. These services include providing shelter, finding permanent housing, assist with Bannock County court processes, long term support for families, therapy for children, and improve parent/child attachment with the non-violent parent. lc. BJ Stensland represented Aide for friends. Mrs. Stensland gave a history of what Aide for Friends does and how they help to make sure that the community is taken care of 24/7/365 days a year. Mrs. Stensland stated that last year they served 336 people and have seen an increase in families, and single men. Mrs. Stensland stated that those in need can only live at the facility for 90 days, so Aide for Friends gets them the help that they need to live on their own. Aide for Friends is moving forward with their new shelter. Mrs. Stensland also stated that they have seen a huge benefit and an increase in help that's available with the opening of the new crisis center. Id. Stephanie Palagi represented Visit Pocatello and Visit Chubbuck. Mrs. Palagi presented a progress report, and the most recent tourism statistics. Mrs. Palagi stated that visit Pocatello received a travel grant for $170,000 to promote tourism in our area. The grant does not allow administration cost so the support from the local entities allows them to administer, apply, and to maintain and update the Visit Pocatello website and the newly created Visit Chubbuck Facebook page. Mrs. Palagi presented a $10,000 direct marketing plan for the City of Chubbuck to promote tourism and economic development. 1e. Roger W. Boe, MD and Vicki Allen, RN represented the Pocatello Free Clinic. Mr. Boc gave a history of the Pocatello Free Clinic. Services are provided free of charge. All patients are under the federal poverty level and have no insurance, including Medicaid, or Medicare. Mr. Boe stated that their dental services is staffed completely by volunteers. The free clinic currently uses Idaho State University students for real life experience. In 2019 patient numbers increased by 32%. Mr. Boe also stated that the Pocatello Free Clinic has partnered with the Southeast Idaho Behavioral Health Crisis Center to provide those uninsured patients with free medical care including labs and pharmaceuticals, keeping them out of the Emergency Room and preventing additional costs to the community. Mrs. Allen went over where the free clinic currently gets its funding. If. Anita Valladolid represented the Senior Activity Center. Mrs. Valladolid gave a history of the Senior Activity Center, and where the center gets its current funding. The mission of the Senior Center is to provide a daily nutritional meal for seniors and support socialization, and physical cognitive activities. 2- Review Final Draft Water System Capital Improvement Plan (CIP).
