COUNCIL STUDY SESSION MINUTES

COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Dan Heiner, and Ryan Lewis.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
GENERAL BUSINESS:
I - Presentation on the Chubbuck Dispatch Center.
Chief Bill Guiberson presented information about the dispatch center and the history
on why the City of Chubbuck has their own dispatch center. The Chubbuck Dispatch
Center opened in 1994 due to the increase in costs from Bannock County. In 2005 the
City of Pocatello and the City of Chubbuck did a consolidation study. During this study it
was discovered that there was no facility available to house a consolidated dispatch
center, and the City of Chubbuck would have had an increase in costs with a lower level
of service than it was currently providing. All three dispatch centers Bannock County,
City of Pocatello, and the City of Chubbuck are electronically consolidated onto the same
system and all three instantly receive the same information for redundancy. This allows
for a constantly backed up system, if one location goes down it can quickly be switched
over to the other locations for immediate service. Chief Guiberson felt like the main area
that was deficient was the fact that Bannock County doesn't have an ambulance located
within the Chubbuck city limits. The Chubbuck Fire department currently fills this gap in
deficiency.
The Council would like to start a discussion with the Bannock County Commissioners
on how to get an ambulance within the Chubbuck city limits to better serve the residents
of Chubbuck and the surrounding areas of Bannock County.
2- Discuss Amending 17.16.050 to Allow Building Construction to Occur Simultaneously
with Subdivision Construction.
Public Works Director Rodney Burch presented a change to 17.16.050, this change
would allow home/business construction to occur simultaneously with subdivision
construction. Mr. Burch stated that this could significantly shorten the delivery time of
housing units/commercial buildings to the consumer. Mr. Burch also felt like this change
would protect the integrity of future dedicated infrastructure from being damaged during
construction.
Councilmember Lewis asked about protecting the City until all the required
infrastructure for the subdivision is completed and accepted by the City. Mr. Burch stated
that the developer would be required to have a bond in place, and the City would have a
stop work authority in place if a developer had not meet key milestones in the
construction process. The City would also not issue a framing permit until a functioning
water system was installed for fire protection.
