HomeMy WebLinkAbout1971-002 Law Enforcement Planning AgencyModel Resoluti'on to be prepared-and adopted by each City and < County for the creation of Local Regional Law Enforceman~ Planning Agencies in compliance with the Omnibus Crime Control and Safe Streets Act of 1968 passed by the United States Congrels, AGENCY RESOLUTION REGION (I, II, OR III) LAW ENFORCEi~ENT PLANNING WHEREAS,the UniteG States Congress on June 19, 1968, passed the Omnibus Crime Control and Safe Streets Act the purpose of which was to assist states and local units of ,government to strengthen and improve law enforce* ment through a compx~hensive program of planning grants, action grants, training, education, research, and ; ~{EREAS, the Governor of the State of ~daho, o~ August 29, ~968, bY ~xecutive Order Number &8-9 created and designated the State Law ~nforcem~nt Planning Com- mission as the ar'~ec7 responsible for administering provisions of ct. to C::.nL:.us Crime Control and Safe Streets Act of 1959~,..~ ,~r '-~'~d~aating. , State and local law en- forcement pla,~ni,,9 ,~.r~.:'%s, ~nd; ~HSR~AS. ~o cstaolish the mechanism by which local units of gove~-nm..~,~ c~n best participa%e in comprehensive law .nforcement plannin0 and action grants, the State La~ ~nforcemen% Planning Commission has des~qnate~ three local law enforcement planning agency regions for the purpose of guiding local planning efforts, identifying local needs, establishing priorities for the implementation of action projects, assuming fiscal responsibility and determining policy matters, and~ WHEREAS, the membership of the local Regional Law Enforcement Planning Agencies shall reflect a balanced representation considering both population and geography of law enforcement (police, courts, corrections, juvenile), units of local government, and the general public with the following board members to be elected, as a minimum, by the mayors and county commission chairmen within each local planning region: County_ Representatives 2 Co~missioner s 2 Sheriffs 1 Probate Judge i Prosecuting Attorney I Citizen ~iember and; City Representatives 2 City Officials 2 Police Chiefs 1 Juvenile Officer I Magistrate 1 Citizen ~lember W?[EREAS, the responsibility of each Local Re- gional Law Enforcement Planning Agency is to: 1. Prepare a planning gYant application on be- half of the local jurisdictions within the rec:~onal plannin- boundaries for submissior~ to the State Planning Agency: 2. Coordinate the regional planning effort to insure uniformity and compatibility within the local planning region and to guarantee reasonable compliance with tho objectives and planning guidelines established by the State Planning Commission; 3. Collect information and describe the current status of the law enforcement systems wi%bin the regional planning boundaries; 4. Analyze the information collected to deter- mine strengths and weak~'esses of the law enforcement system within the regional planning boundaries; 5. EStablish priorities for action programs to improve law enforcement systems within the regional bound- aries, and; WHEREAS, any local political subdivision desirin~ to obtain funds under the Omnibus Crime Control and Safe Streets Act of 1968 must first participate in comprehensive law enforcement planning as herein described, and; W~ER~AS, each political subdivision participatinc in law enforcement planning must provide, from non-Federal sources, as needed, adequate resources to defray at least lO per cent of the total cos%s of the establishmen% and operation of the local regional planning agency; NOW THEREFOR BE iT RESOLVED: In accordance with the purposes and inten' of the Omnibus C,:ime Con%re! and ( ~ Safe Streets Act of 1968 as formulated for the State of Idaho by the State Law Enforcement Planning Commission, the (Mayor and Council of the City of(~,",.;~;,cc,,~. , Idaho) (County Commissioners of the County of , , Idaho) do hereby agree to participate in regional planning activ- ities and implementation programs in an effort to strengthen and improve local law enforcement, and; BE IT FURTHER RESOLVED THAT: the Region (I, 11. or~, Local Law Enforcemen% Planning Commission is hereby designated as the agency responsible for law enforcement planning for the (City of~f/~?c, lf _) ( . ..
