WHEREAS, the projected population of the Pocatello
area is anticipated to reach over 50,000 by the 1970 census or
soon thereafter, as projected in the 1961 Metropolitan Plan; and
WHEREAS, the Federal-Aid Highway Act of 1962, hereinafter
"provides that-
referred to as the "Act, .
"It is declared to be in the National interest to
encourage and promote the development of transportation systems
embracing various modes of transport in a manner that will serve
the States and local communities efficiently and effectively.
To accomplish this objective the Secretary shall cooperate with
the States, as authorized in this title, in the development of
long-range highway plans and programs which are properly coordinated
with plans for improvements in other affected forms of transporta-
tion and which are formulated with due consideration to their
probable effect on the future development of urban areas of more
than fifty thousand population. After July 1, 1965, the Secretary
shall not approve under section 105 of this title any program for
projects in any urban area of more than fifty thousand population
unless he finds that such projects are based on a continuing
comprehensive transportation planning process carried on coopera-
tively by States and local communities in conformance with the
objectives stated in this section;" and
WHEREAS, the Secretary of the United States Department
of Transportation, referred to above, through the Federal Highway
Administration, hereinafter referred to as the "Administration,"
has interpreted "cooperatively" to mean the establishment of a
formal procedure - supported by a written memorandum of under-
standing - between the State, and the governing bodies of the
local communities within the "urbanized area" for carrying out
the transportation planning process in a manner that will ensure
that the planning decisions are reflective of and responsive to
both the programs of the State and the needs and desires of the
local communitieS;.and
WHEREAS, the State will be expected to show by suitable
evidence that scrup~16us efforts have been made to carry out the
intent of the Act with respect to cooperative action by all
political subdivisions; and
WHEREAS, it is of mutual benefit to the municipalities
within the "urbanized area" and the State, and in the best public
interest to comply with the requirements of the Act; and

Pocatello Urban Transportation Study, hereinafter referred to
as the"stu y.~' -~
NOW, THEREFORE, BE IT RESOLVED, that in conformance with
the requirements and objectives of the Act, the City of
Chubbuck .. agrees to cooperate with the State of Idaho,
Department of Highways, hereinafter referred to as the "State,"
in preparing a comprehensive transportation plan and in the
continuing planning process for the ~ of Bannock and Power

BE IT FURTHER RESOLVED, that the following committees
be established an4 appointed to carry out the requirements of the
Act:
POLICY COMMITTEE. This committee shall consist of local
ele6ted-officials and a representative of the State.
Each member will be expected to reflect the official
position of his constituent agency· The members will
represent:
(1) City of Pocatello
(2) City of Chubbuck
(3) County of Bannock
(4) County of Power
(§} Fort Hall Tribal Council
(6) State of Idaho, Department of Highways
(7) Federal Highway Administration (ex-officio)
The Policy Committee shall elect its chairman, appoint
a studydirector or coordinator, appoint a Technical
Committee and invite all interested agencies in the
planning area to participate on an Advisory Committee.
It shallbe the responsibility of the Policy Committee
to provue continuing policy guidance for the coordinator
and prOVide general supervision for the preparation of
an initial comprehensive transportation plan. The State
representative also shall advise the Policy Committee
on matters of State and Federal regulations.
Specific responsibilities will be to:
Adopt a prospectus and work program for the compre-
he, sire transportation plan and the continuing
planning process.

Periodically review its work program and recommend
such changes as are necessary·
Review each'major phase of the Study and direct the
Technical Committee as necessary.
Approve the initial short- and long-range trans-
portation plan, including priorities for improvement.
Meet as necessary after the preparation of the
initial plan, but not less than annually, to review
all materials pertaining to changing transportational
nee4s in the area and to revise and plan as necessary.
Implement its plans by taking steps to gain official
acceptance of its proposals by the governing bodies
oft he several units of government involved and by
the people of the area·
Support and cooperate with other planning agencies
in areas of mutual interest such as updating and
implementation of comprehensive plans, zoning,
subdivision design and controls, official maps,
~nd'capital improvement programs.
Exercise all other functions necessary to implement
the continuing planning process.

TECHNICAL COMMITTEE. This committee shall be composed
o~' 'te~cal"'r~resentatives of each of the agencies
represented on the Policy Committee, and such other
agencies as may provide technical assistance or technical
data in the preparation of the comprehensive transporta-
tion plan and the continuing planning process.
Additional members may be added to the Technical
Committee from such other agencies in the planning area
as may become able to provide technical assistance or
data.
The Technical Committee shall act as a working committee
under the direction of the Policy Committee. The
chairman shall be elected and call meetings as necessary
to meet the objectives heretofore stated. The secretary
of the Technical Committee also shall serve as secretary
to the Policy Committee.
Minutes of all committee meetings shall be kept and
distributed to all interested agencies by the secretary
of the Technical Committee.
Specifio responsibilities, for and subject to approval
of the Policy Committee, will be to:
Inventory and analyze existing and future conditions
relating to the following basic elements:
(a) Economic factors affecting development.
(b) Population.
(C) ~Land use.
(d) Transportation facilities.
(e) Travel patterns.
(f) Terminal facilities.
(g) Traffic control features.
(h} Zoning ordinances, subdivision regulations,
building codes, etc.
(i) Financial resources.
(j} Social and community value factors, such as
preservation of open space, parks and recrea-
tional facilities; preservation of historic
sites and buildings; environmental amenities;
and aesthetics.

The responsibility for the studies concerning the
ten planning elements (a through j) shall be agreed
upon at the time of the preparation of the supple-
mental agreement. Every effort shall be made to
utilize existing plans and data, and additional
studies will be undertaken cooperatively by the
staffs of the participating agencies unless there
is need for specialized assistance from outside
agencies.
The Technical Committee will report its findings to
the Policy Con~ittee in the form of a prospectus and
work program for the recommended studies.
Develop and evaluate an initial comprehensive
transportation plan compatible with the continuing
planning process.
Prepare and disseminate pertinent information
needed by governing bodies, in their consideration
of planning proposals and improvement programs,
and for the encouragement of public understanding
and support.
Prepare recommendations concerning the scheduling
and financing of highway improvements, coordination
and other development programs, revision of
ordinances and regulations, and additional legis-
lation, if necessary.
continue collecting and analyzing data on land use,
travel and transportation, and related facilities
by appropriate staffs at State and local levels
in order to keep abreast of all conditions as they
change from those initially analyzed and forecasted.
Meet as necessary, but not less than semi-annually,
tO review information and data collected in Item 5
and advise the Policy Committee on the status of
the comprehensive transportation plan and the
continuing planning process.
Perform all other functions as designated by the
Policy Committee.
CITIZENS' ADVISORY COMMITTEE. This committee shall
b~ compOseS of representatives of such public and private
agencies and organizations as the school board, highway
users, utilities, chamber of commerce, professional and
labor groups, and others as determined beneficial to the
Study by the Policy Committee.
The Citizens' Advisory Committee shall be invited to
appropriate meetings of the Policy Committee, sent all
pertinent reports and data, and solicited for comments
during each phase of the Study.

BE IT FURTHER RESOLVED, that approval of this by the
State shall be considered its acceptance of the provisions and
objectives contained herein and shall constitute an agreement
between the City of Chubbuck and the
State for the preparati~n' 'o'f 'the comprehensive transportation
plan and continuing planning process for the Pocatello Urban
Transportati. on Study area; and
BE IT FURTHER P~SOLVED, that the City of Chubbuck
Clerk is hereby directed to transmit the original reproducible
copy of this resolution to the Department of Highways located at
3211 West State Street, Boise, Idaho.
