CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Planning and Development Director Devin Hillam, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. APPROVAL OF MINUTES: December 18, 2019, Councilmember Baumeister motioned for approval of the Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Baumeister -yes, Lewis -yes, Evans -yes, Hernandez -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for January 1, 2020 as presented to Mayor England and Council. Councilmember Baumeister motioned to approve the City of Chubbuck Claims as presented. Councilmember Evans seconded motion for approval. Roll Call: Lewis -yes, Evans -yes, Hernandez -yes, Baumeister -yes, motion passed. ADMINISTRATION OF OATH OF OFFICE: City Clerk Joey Bowers administered the oath of office to elected Councilmembers Dan Heiner and Melanie Evans. Mayor England and Councilmember Lewis wanted to recognize and thank Anette Baumeister for her hard work and dedication as a councilmember for the City of Chubbuck, Councilmember Hernandez and Evans agreed and expressed their thank you. They also welcomed Councilmember Dan Heiner as the newest member of the Council. AwoURN: SINE DIE CALL TO ORDER: Mayor England COUNCIL PRESENT. Ryan Lewis, Melanie Evans, Roger Hernandez, and Dan Heiner GENERAL BUSINESS: 1. Election of Council President. Councilmember Heiner nominated Councilmember Lewis to be the Council President. Councilmember Heiner motioned to elect Councilmember Lewis as Council President. Councilmember Evans seconded motion, all voted in favor, motion passed. 2. Project New Day -Fee Waivers. (Council will make determination of permit, impact, and connection fee waiver). Lyn Yost represented the builders association. The Builders Association has come together to donate money, time, equipment, supplies, and land to build a house that will then be donated to the Galo Family whose father was killed in a tragic building accident in 2019. Mr. Yost asked if the City would be willing to waive the building fees that would be associated to build this home in the City of Chubbuck. Councilmember Lewis asked if there was any kind of profit being made with this project. Mr. Yost stated that no individual involved would be making a profit. Councilmember Hernandez stated that he personally know the family that this house will be donated, but didn't feel like that was a conflict of interest. Planning and Development Director Devin Hillam went over the fees associated with the request. Mr. Hillam stated that some of these fees are a pass through fee for the City of Pocatello, and recommended that Mr. Yost talk to the City of Pocatello about waiving those fees. Councilmember Heiner asked if the City of Pocatello was aware of this request. Mayor England stated that the City of Pocatello was not aware of this request, but the City of Chubbuck would not be asked to fund those fees if the City of Pocatello denies the request. City Attorney Tom Holmes felt like the City Council had the authority to waive these fees as requested. Councilmember Lewis felt like this was a truly unique one time circumstance and didn't set a precedence for future requests. Councilmember Lewis motioned to approve the project new day fee waivers as requested for the City of Chubbuck's potion of those fees, and not any of the City of Pocatello's pass through fees. Councilmember Evans seconded motion for approval. Roll Call: Hernandez -yes, Lewis -yes, Evans -yes, Heiner -yes, motion passed. 3. 2019 State of the City Video. The Council watched the State of the City video. ADJOURN: Mayor Kevin England adjourned at 6:40.
