Building March 28, 1972.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor, also Attorney
Wise and clerk Yera Armstrong.
Meeting called to order at ~:00 p.m. by Mayor Cotant.
Minutes approved as written-for meeting of March 1~, 1972.
PROPOSED TRAILER COb~T of Charlie Frasure and John Murray was discussed. Counci~nan
Menard made motion council adopt resolution approving a variance to allow development
of trailer park in area described at public hearing, which is in a Gommercial General
Zone. Kinghorn seconded. Roll call vote; Kinghorn, yes; Menard, yes; Romriell, yes;
Taylor, yes.
DOG LICENSING - Jerry Tydeman, Hiway Ave., protested the difference in license fee of
of male and female dogs. He also suggested the city adopt a leash law. Others stated
preference of a leash law. Mayor remarked he didn't know an answer to difference
in fees except tradition and he felt a leash law is becoming a reality in Chu'bbuck.
Council will study and consider these suggestions.
MOBILE MANOR_INC. - Max Parrish informed council the water system has been installed
according3erequirements in the Mobile Manor and would like city to accept the line.
Mr. Parrish slso requested water hook-up lines be put in now so that street might settle.
Mobile Manor proposes to pay cost of line only now and remainder of $175.00 hook-up
fee when meter is installed. Councilman Taylor stated he felt hook-up fee should be
paid before city does any work. Counci]man Romriell felt the city should cooperate to
eliminate later settling. Councilman Romriell made motion to install hook-ups now at
cost with balance to be paid when meter is installed. Menard seconded with roll call
vote as follows: Kinghorn, no; Menard, yes; ~omriell: yes; Taylor, no. Tie vote
required Mayor to cast his vote, Mayor, yes.
In answer to water line acceptance, Council in agreement not to accept water line
until streets are accepted.
Mr. Parrish asked "Has city completed inspections on water line?" City will check
with Joe a~d Jordon.
Mr. Parrish informed council that Hamilton and Voeller have sent sewer plans for
Mobile Manor to city engineer. Mobile Manor is in progress of installing sewer lines
and would like installation approved and sewer lines inspected. City will check this
out with engineer.
DISANNEXATION ORDINANCE #103 read in full by Attorney Wise for the 3rd reading. Motion
to adopt Ordinance z~mde by Councilman Taylor, seconded by Romriell with roll call vote
as follows; Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes.
TRAYLERS ON PRIVATE PROPERTY - Garland Henry requests consideration to leave his trailer
on property at Handy Service. Mr. Henry has been to court on this and court requires
city action. After some discussion Councilman Kinghorn made motion that council deny
his request. Taylor seconded the motion with all councilmen in favor.
VALENTY ~RAILER- John ~. Valenty has also placed a trailer on his property without
council consent and has been cited into court. Mr. Valenty has not appeared before
Plarnming and Zoning Conm~msion ~dth appropriate plans for trailer court as requested.
Councilman Menard made motion the trailer request of John R. Yalenty also be denied.
Kinghorn seconded with all councilmen voting in favor of motion.
INTEP~ST ON SURPLU~ FUNDS - H. B. Hiidreth of Equitable Savings and Loan presented plan
for city to invest surplus funds. Daily interest rate available at 5~o,~ 5~% on regular
savings account. Each account insured to $20,000.00. Attorney Wise will study for
further consideration.

M. ICOR, INC. REQUF~T - Homer Seamons, manager of Amcor~ i5c, and Frank Rame~ sales
manager of portland Cement were present. Mr. Seamons informed Council he has con-
tacted Chubbuck City engineers, Forsgren, perkins Assoc., Inc., requesting specification
of concrete pipe only for sewer project. The answer from engineers being they felt both
transite and concrete should be specified. Mr. Seamons stated Forsgren, Perkins, Inc.
have agreed to specify concrete only if city council directs them to. Council will
discuss with the engineers and consider request.
WALKWAY EASEMENT - Mayor informed council that Boise Cascade is not in favor of granting
easement for sidewalk through property off Chubbuck Rd. Attorney Wise suggests he
contact the legal council of Boise Cascade on this.
MOTH,AL DISANNF~TION REQUP~T - Mayor recommended council disannex property of John E.
Motheral south of Fairgrounds. After discussion councilman Menard made motion city
disannex all property of John E. Motheral. Romriell seconded with all councilmen
in favor of disannexation.
SOUTHEASTERN HEALTH DISTRICT AND MED ALF~T A~'JL~CE - Mayor informed council he has
contacted Pocatello city manager and Pocatello have agreed to pay Southeast Health
Distrist $21,905.00 and Med-Alert $12,000.00 or $1,000.00 per month. CounciLman
Taylor made motion the city pay the request of Southeastern Health Department of
$1,599.00, and Med-Alert a sum based on a population rated base of what Pocatello
is paying. Menard seconded with the voting unanimously in favor.
ANNEXATION - Council Menard told council the Planning and Zoning Con~ission have
recon~nended annexing the area east of Hawthorne Rd. from Chu~buck kd. to Quinn Rd.
and the west side of Hawthorne Rd. from Interstate South to Quinn Rd. to the depth
of property facing Hawthorne Rd. Council agreed for attorney to get description of
area for an ordinance to annex this property.
P & Z also ha~e recommended a~mexing Dell Rd. and Homestead Lane. Since sewer will
not be available for this area counci-1 prefers not to annex this area at present.
TRAILER ORDINANCE - A proposed trailer ordinance for the city was reviewed. Mayor
asked for copies to be made for each councilman.
ANI~LAL COi~ROL OFFICER - Council discussed pay for this job. Council decided to leave
as agreed for now. Will be discussed at later meeting.
Meeting recessed until further notice if necessary.
