WHEREAS, it has been brought to the attention of the Mayor and
City Council that demands 'for municipal and utility services to prop-
erties abutting Lucky and Adams Streets have expanded greatly due
to multiple-dwelling development in those areas; and
WHEREAS, the Mayor and City Council are further informed that
such development has produced traffic flows which may exceed the safe
carrying capacity of these streets andlmay threaten the safety of
children or other pedestrians in those areas; and
WHEREAS, the Mayor and City Council are in need of information
regarding the ability~ of existing municipal and utility services, and
of the existing street system, to accommodate further multiple-
dwelling development, in order to provide adequate planning for those
areas; and
WHEREAS, the objective of sound planning may be frustrated if
additional building permits are issued for multiple-dwelling structures
while the necessary information is being gathered and evaluated; ]~d
WHEREAS, a period of sixty (60)"days appears to be a reasonable
time within which to gather and to evaluate the needed information;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF CHUBBUCK, IDAHO, that a sixty (60) day moratorium is imposed
upon issuance by the City of building permits for construction of
multiple-dwelling structures upon properties abutting Lucky and Adams
Streets, pending receipt and evaluation of information necessary to
provide adequate planning in those areas, effective this date.

OF CHUBBUCK, IDAHO, this lOth day of October, 1978.
