RESOLUTION No. 4 - 2004
WHEREAS, The City of Chubbuck periodically updates the Comprehensive Plan
("Plan");
WHEREAS, The last major update of the Plan was approved January 8, 2002 and
modifications were approved February 18, 2003 by the Land use and Development Commission
and on March 25, 2003 by the City Council;
WHEREAS, The Land Use and Development Commission at its meeting on October 5,
2004 recommended revisions to the Functional Class Road System which is part of the
Comprehensive Plan and the City Council approved this change on October 26, 2004.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
Chubbuck as follows:
The Comprehensive Plan adopted January 8, 2002 and updated on March 25, 2003 is
reaffirmed as the Comprehensive Plan of the City of Chubbuck with the addition of the revised
Functional Class Road System attached.

Dear Larry:
The City Council passed Resolution 4-2004 at its November 9, 2004, City Council
Meeting, which approved the change in the Functional Class Road System. As I was looking
back through our Comprehensive Plan change files, it got a little hard to follow as to what the
changes were from time to time. I would appreciate it if you could assemble a cun'ent
Comprehensive Plan with the changes that were made in 2003 and this change, and then provide
one to me and provide one to Ron to accompany Resolution 4-2004.

Minutes of the regular meet or the Land Use and Development Commission held in the City
Municipal Building March 4, 2003.
Present: Chairman Pete Anderson; Commission members: Michelie Miller, Ray Rosen, Jason
Mendenhalk Mary Harker, Gayle Anderson, Lee Merrill, DeLoy Smart; Attorney Tom Holmes;
Stale Larry Kohntopp and Secretary Myrnn Crapo.
Chairman Anderson called the meeting to order at 7:00 p.m.
Chairman Anderson asked for approval of the minutes of February 4 and special meeting February
18~'. Ray Rosen asked to have the February 4 corrected to show his name as Rosen in place of
Rose. Mary Harker moved to approve the minutes, G-ayle Anderson seconded; all voted in favor.
PUBLIC HEARING:
1. An application by City of Chubbuck, 5160 Yellowstone, Chubbudc, Idaho 83202 to
update the comprehensive plan
Larry Kohntopp presented the revised map. The Land Use Commission suggested that on West
Chubbuck Road at the Rio Vista intersection the map shows the property bordering on south side
of West Chubbuck Road as pan ofthe urban service boundary.
The public hearing was reopened. There were no comments so the public hearing was dosed and
brought back to the commission.
Ray Rosen moved to recommend to the City Council to accept the application by the City of
Chubbuck to update the comprehensive ~ Jason Mendenhall seconded. Roll call vote:
Michelle Miller, yes; Ray Rosen, yes; Jason Mendenhall, yes; Mary Harker, yes; G-ayle Anderson,
yes; Lee Merrill, yes; Pete Anderson, yes; Deloy Smart, yes.
GENERAL BUSINESS:
1. Discussion on araending ordinance 18.05.040A schedule of General Controls to
conditionally permit cert~ types of businesses.
Lm'ry Kohntopp reviewed the changes proposed.
The commission discussed any additional changes that they would like to add.
Mary Harker made a motion to move this ordinance to our April meeting for purpose of a public
heating. Ray Rosen seconded. All voted in favor.
At 7:15 pm Jason Mendenhall moved to adjourn with Michelle Miller seconding. Ail voted in
favor.

Meeting was called to order at 7:30 p.m by Mayor Cotant.
PLEDGE ALLEGIANCE TO THE FLAG was lead by Kenny Walston.
APPROVAL OF MINI. rrES - Mayor Cotant asked for corrections and additions to the Regular
Meeting Minutes ofMar~ 11~, 2003.
Councilman Keams moved to approve the Regular Meeting Minutes of March 11~, 2003
as read, Councilman Quick seconded. All council members present voted in favor of
motion.
UPDATE THE CITY OF CHUBBUCK COMPREItENSIVE PLAN - At the March 11~, 2003
Council Meeting, Asst. Planning Director Larry Kohntopp was directed to check with
Bannock County Zoning and the "Our Valley, Our Vision" build-out analysis.
APD Kohntopp gave a report on Bannock County's zoning between Philbin and Rio Vista
Roads on W. Chubbuek Road.
APD Kohntopp recommended the City's Comprehensive Plan fit into Bannock County's
projected zoning.
Councilman Kearns moved to adopt the Urban Service Boundary as presented, in
combination with the land use pattern map, Councilman Quick seconded. All council
members voted in favor of motion.
ACCEPTANCE OF OFFER OF DEDICATION - Tf~ MEADOWS - The City Council has
found that ali structures and improvements rehting to the dedicated lands, streets or
utilities ~ve been completed.
PWD Smart recommended the Offer of Dedication for Meadows Subdivision be accepted.
Councilman Quick moved to accept thc Otter of Dcdication by Thc Meadows as read,
Councilman Gunter seconded. All council mcmbers voted in favor of motion.

Comprehensive Plan Changes
Myrna and I checked the applications and minutes for Comprehensive Plan changes in 2003. We
found only one change requested by the City of Chubbuck which resulted in two actions by the
Land Use Commission and City Council. (See attached minutes.) These changes were a result of
the Sewer Capacity Study and aligning our Urban Service Boundary to match the boundary
indicated by the sewer study. March 4, 2003, the Land Use Commission recommended the USB
include the properties on the South side ofW. Chubbuck Rd. near Rio Vista Rd. as we could
conceivably provide them with sewer service. Initially, we had proposed the USB mn down the
centerline ofW. Chubbuck at that location.
As you will see by the City Council meeting minutes of 3-25-03, the Council voted the City of
Chubbuck Future Land Use Designations Map reflect Bannock County's projected zoning. It is a
poor map, but I hope you can see the changes on Map #1 and that our map, (map#2),
corresponds to the County map.
Also, I've included the recent changes made in the Functional Class Road System map. Compare
maps #3 and ~4.
