HomeMy WebLinkAbout005.07.19 study session City of Chubbuck Land Use and Development Commission Study Session Minutes May 7, 2019- 6:00 pm Minutes of the Land Use and Development Commission study session held at Chubbuck City Hall, 5160 Yellowstone, on May 7, 2019. Chair Jason Mendenhall: Commission Members: Mike Schwartz, Dan Stoddard, Rebecca Berls, Brady Smith, Thais Ayre, Brandon Jackson, TJ Budge and Carrie Holm. Community Planning and Economic Development Director: Devin Hillam, Senior Planner: Don Matson, Public Works Director: Rodney Burch, City Planner: Paul Andrus, City Attorney:Tom Holmes, Office Administrator: Ranelle Simmons GENERAL BUSINESS 1. Community Builder and City Staff will review conceptual submittal documents related to a proposed "Creative Community- Harvest Springs Zoning District"to the Commission and seek general feedback on the concepts and ideas being contemplated for a future Master Development Plan application in accordance with City Code Chapter 18.21. Devin Hillam reviewed the Creative Community zoning district's process, requirements, and general intent and purpose. Ryan Satterfield, landowner, presented the plan and vision for a 267 acre parcel that is north and west of the new Northgate interchange. Chubbuck has been proactive in the Creative Community zoning concept and Ryan is asking for the commission's input. They are modeling their concepts after Daybreak in Utah. 20%of the project will be ear-marked for open spaces. Some of the amenities being considered: Tot areas Splash pad Dog parks Community garden Interactive street art Lake at the northern end of the project for swimming and paddle boarding These maps were explained and discussed: Zoning Map Master Plan Open space and transportation plan Site survey Roadway sections Concept phasing plan J:\Planning\LUDO\LAND USE SECRETARY\Minutes\Minutes 2019\005.07.19 study session.docx 1 Devin will have the discussion with Public Works department regarding snow plowing and stormwater flooding concerns The proposed lake is in phase 1 and will be turned over to the city for a park area so the city will maintain. Investigation is under way to determine what the cost to maintain a lake is. Water rights will be taken over by the city. Devin commented that this is the first of three applications for zone change to Creative Community that will be an Commission's agenda item in the next few months. 2. City Staff will seek guidance from the Commission on the upcoming downtown subarea planning process. Don Matson shared what some cities have done to have a successful downtown or redevelopment an existing downtown. Common process has 7 steps before implementing a plan: Startup Outreach Vision Share the vision Prepare a draft plan Share the draft plan Refine the plan with the public City staff asked that if the Commission has members of the community that they feel would be valuable as downtown planning committee members, to please pass on their info. A concern was raised about pushing out existing property owners and uses and the commission and staff discussed future property values in the downtown, how the change in zoning in the area last year created legal nonconforming uses, and creating a plan that recognizes existing uses and works with existing owners. After discussion, questions and suggestions by the board Mendenhall entertained a motion to adjourn. Schwartz moved to adjourn. Holm seconded. The study session adjourned at 7:25 pm.
