Rio Vista Rd. Pocatello, ID 83202 Project: Lyn Yost (Northside Crossing) Application Request: Annex 44.1 acres and designate zoning on the Yost parcel to C-2 General Commercial and A- Agriculture Location: North and west of the intersection of Siphon Road and Whitaker Road, extending west to and including the Union Pacific Railroad right-of-way, and north approximately 1,743 feet Zoning: Existing Zoning is Bannock County Industrial Proposed Zoning is C-2 Commercial General and Agriculture Notice: This project was properly noticed in the Idaho State Journal on February 27, 2019. Property owners within 300 feet were mailed notices on March 1, 2019. Notice was posted on the subject property on February 25, 2019. Reviewer(s): Don Matson Introduction: The completion of the Siphon Road/Northgate Road and I-15 interchange will have a positive impact on traffic circulation in the city and influence development of properties to the north. This annexation would facilitate the future subdivision and development of property owned by Lyn Yost on the northwest corner of Siphon Road and Whitaker Road. Yost is seeking to annex his parcel into the City of Chubbuck and designate approximately 7 acres in the C-2 Commercial General Zone, with the remainder in the Agriculture Zone. PO Box 5604 – 5160 Yellowstone Avenue, Chubbuck, ID 83202 208.237.2430 – Fax 208.237.2409 www.CityofChubbuck.us There are two additional right-of-way parcels included in this annexation: the Union Pacific Railroad to the west, and a narrow strip of land that is part of Siphon Road and which the City is in the process of acquiring. Part of the narrow strip parcel has already been annexed into the city. Railroad and street right-of-way/parcels are not identified as being within any zoning district. The surrounding land uses are industrial to the west, agriculture to the north, east, and southwest. South across Siphon Road there are single family homes, and Ellis Elementary lies to the southeast. Analysis: The Land Use and Development Commission must determine if it is in the best interest of the City of Chubbuck and adjacent land owners to recommend these parcels and right-of-way be annexed into the City of Chubbuck. Recommended Conditions: Adjust zoning request to align with Comprehensive Plan; C-1 zoning on the southern ±10 acres of the Yost property, with C-2 zoning on the remaining ±30 acres. Commission Options: Approval: “Motion to approve Annexation of the Yost property, road frontage and railroad right-of-way.” Denial: “Motion to deny Annexation of Annexation of the Yost property, road frontage and railroad right-of-way.” Approval: “Motion to approve Zoning of the Yost property to C-2 General Commercial and Agriculture.” Denial: “Motion to deny Zoning of the Yost property to C-2 General Commercial and Agriculture.” Attachments: A.
