BOARD OF DIRECTORS MEETING
MINUTES
April 26, 2018
10:00 AM
Present: Kevin England, Chubbuck Mayor- Chairman
Jeremy Welch, Bannock County Engineer—Member
Brian Blad — Mayor Pocatello—Member
Jeff Mansfield, Pocatello Public Works Director/ Engineer- Member
Rodney Burch, Chubbuck Public Works Director—CIAWCA Administrator
Ranelle Simmons—Office Administrator
Chairman England called the meeting to order at 10:00 am.
1. Approve minutes of board meeting: April 26, 2017 - Board
Minutes were approved.
2. Audited Financial Statement for 2017 - Staff
Rodney informed the board that the annual financial statements are by Deaton and Company.
The attendees reviewed the report.
Chairman England entertained a motion to accept the financial audited statement. Moved by Jeff,
seconded by Jeremy.
3. CIAWCA history/ status - Staff
Bridger Morrison, Chubbuck City Engineer, was in attendance. He was one of the original consultants with
JUB.
Rodney went over the history of this board.
Joint Agency Task Force, 2004—2008, objectives were:
• Protection of groundwater
• Reduction in septic installations
• City of Chubbuck expansion
Outcomes:
• Joint Power Agreement— Pocatello, County, Chubbuck
• Ordinance— resolution adoption by each political entity
• Engineering study—North Bannock County
• Preliminary engineering report—Phase 1 construction
Phase 1 Construction —2010 to 2012
• Service areas is 2300 acres and 6,670 EDU

Project funding—Chubbuck
• 18.5 million project costs
• $850,000 annual debt service
Connection fees ($5,490) Need 167 permits a year
Debt service was passed to existing residents—current $10.45 a month on utility bills
• Current debt balance of$13.5 million
Joint Powers Agreement
• Assigns debt to Chubbuck
• Creates Regional Wastewater Authority
• Establishes board and rules of management/operations
• Addresses fee for services
• Defines facility area
Bridger projected the map of the current sewer lines in the Northwest Sewer Interceptor and the plan for
future sewer lines.
Ordinances and Resolutions:
• Resolutions to adopt JPA
• Resolutions to adopt connection fee
• Ordinance to adopt sewer regulations
Defines connection criteria —North Bannock County
Growth in Chubbuck was limited in sewer access without this system being built.
Article 6 The Facility, section 6.2 of the Joint Power Agreement was discussed and why Chubbuck took on
the role of the debt.
Mayor Blad mentioned the possibility of dissolving this board before phase 2 is built leaving it up to the
contractor to build the infrastructure. But phase 2 will go thru Rio Vista lift station and connect to
Pocatello's wastewater facility.
4. Items from board members:
Burch explained that the day and time of these meetings are set by resolution 2011.10.
Chairman England closed the meeting at 11:10 am.
