HomeMy WebLinkAbout08 22 2000 CM121 COUNCIL MEETING MINUTES August 22nd, 2000 Minutes of a regular meeting held at the Chubbuck City Council Chambers, August 22nd, 2000. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Special Meeting Minutes of August 8th, 2000 and Regular Meeting Minutes of August 8th, 2000. Councilman Kearns moved to approve the Special Meeting Minutes of August 8th, 2000 as read, Councilman Quick seconded. All council members voted in favor of motion. Councilman Kearns moved to approve the Regular Meeting Minutes of August 8th, 2000 subject to the following corrections, 1) Council tabled the cell tower ordinance until the August 22nd, 2000 Meeting - Page 115.2) Addition of the Central Garage Transfer of $38,650. to the 2000-2001 Tentative Budget, showing the total budget for 2000-2001 Tentative Budget as $7,589,073 - Page 117, Councilman Quick seconded. All council members voted in favor of motion. PUBLIC HEARING - 2000-2001 FISCAL YEAR BUDGET - Mayor Cotant declared the public hearing open, asking for comments on the 2000-2001 Fiscal Year Budget. City Clerk Ron Conlin presented a balanced 2000-2001 Fiscal Year Budget for Council review. Richard Marley, 5150 Stuart expressed concern about the Parks Department: 1. Weed control in parks and on streets. 2. City doing yard work for PortneufDistrict Library. 3. Weeds through sidewalks on Stuart Street. 4. Lack of street sweeping on Stuart Ave. 5. Road Grader payment in HS&R, Sewer and Water Departments. 123 COUNCIL MEETING MINUTES - (cont.) August 22nd, 2000 PUBLIC HEARING - 2000-2001 FISCAL YEAR BUDGET - (cont.) Rich Marley asked what the $5,000. vehicle restoration line item is. Mr. Marley was told it is for restoration of the Model A the City received. There being no further comment, Mayor Cotant declared the public hearing closed. ORDINANCE #534 - Appropriating the several sums of money deemed necessary and sufficient to defray all expenses and liabilities of the City of Chubbuck for the 2000-2001 Fiscal Year. Mayor Cotant and Attorney Holmes read Ordinance #534 in full for the first and final reading. Councilman England moved to dispense with the role of reading Ordinance #534 on three separate days, Councilman Gunter seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes, Kearns, yes. Councilman Quick moved to adopt Ordinance #534 as read, Councilman Gunter seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes. RESOLUTION #7-2000 - Dollar certification of budget request to Bannock County Auditor. Mayor Cotant read Resolution #7-2000 in full. Councilman Gunter moved to adopt Resolution #7-2000 as read, Councilman Quick seconded. All council members voted in favor of motion. DAY CARE FACILITY APPLICATION - Shelley Oliver, 541 Canal has applied for a day care facility license to operate a child care facility at her residence at 541 Canal, Chubbuck, Idaho. All Departments recommended approval of the application. Councilman England moved to grant a day care facility license to Shelley Oliver to operate a day care facility at her residence at 541 Canal, Chubbuck, Idaho, Councilman Kearns seconded. All council members voted in favor of motion. 125 COUNCIL MEETiNG MINUTES - (cont.) August 22nd, 2000 ORDiNANCE - Creating a new Chapter 18.13 of the Chubbuck Municipal Code, pertaining to personal wireless telecommunications facilities, and including a purpose statement, definition, compliance with Chapter and non-conforming uses, exemptions, a policy statement, site selection criteria, priority of locations, use priority on public property and siting requirements, co-locations and design criteria, permit inspection requirements and landscaping requirements, non-use and abandonment provision, third party review, and remedies, and providing for rescission of the moratorium on certain wireless telecommunication facilities. Gary Chisum, Pro Builders said he is working with a couple of people interested in installing cellular towers. Mr. Chisum took a copy of the ordinance to review. Council tabled the ordinance until the September 12th, 2000 Council Meeting. FiNANCIAL REPORT for the month of July, 2000 presented to Mayor Cotant and Council. CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print-out claims as presented, Councilman Keams seconded. All council members voted in favor of motion. At 8:20 p.m., Councilman Quick moved, Councilman England seconded, with full council approval to adjourn meeting. Ron C.
