HomeMy WebLinkAbout01 11 2000 CM9 COUNCIL MEETING MINUTES January 11th, 2000 Minutes of a regular meeting held at the Chubbuck City Council Chambers, January 11th, 2000. Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting was called to order by Mayor Cotant at 7:30 p.m. PLEDGE ALLEGIANCE TO THE FLAG was lead by Greg England. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the Regular Meeting Minutes of December 14th, 1999. Councilman Kearns moved to approved Regular Meeting Minutes of December 14, 1999 as read, Councilman England seconded. All council members present voted in favor of motion. APPROVAL OF DECEMBER, 1999 computer print-out claims presented to Mayor Cotant and Council. Councilman England moved to approve computer print-out claims as presented, Councilman Gunter seconded. All council members present voted in favor of motion. ADMINISTRATION OF OATHS OF OFFICE - City Clerk Ron Conlin administered the oaths of office to the newly elected officials of the City of Chubbuck, Council members Steven M. England and B. Kent Keams. Mayor Cotant then re-called the meeting to order with newly elected officials present. STATE OF THE CITY ADDRESS was given by Mayor Cotant, relating past accomplishments of the City, together with future plans for the City. DEPARTMENTAL COUNCIL MEMBER ASSIGNMENTS - Mayor Cotant made the following Departmental Council member assignments: Councilman Leroy S. Quick ....................... Police Department Commissioner Councilman Steven M. England .................. Emissary to various committees in intergovernmental relations. Councilman Marvin C. Gunter ....................Fire Department Commissioner Councilman B. Kent Kearns ....................... Land Use and Development Commission Representative. 11 COUNCIL MEETiNG MINUTES - (cont.) January 11 th, 2000 PRESDENT OF COUNCIL - Mayor Cotant assigned Councilman Steven M. England, President of Council. APPROVAL OF CLAIMS: January 11, 2000 computer print-out claims were presented to Mayor Cotant and Council. Councilman Kearns moved to approve January 1 lth, 2000 computer print-out claims as presented, Councilman Gunter seconded. All council members present voted in favor of motion. DAYCARE LICENSE APPLICATION - Kim French, Storybook Friends, 4990 Valenty Road has applied for a daycare license to operate at 4990 Valenty Road. All departments recommended approval of the day care license. Councilman Gunter moved to grant a day care license to Kim French, Storybook Friends to operate a day care at 4990 Valenty Road, Councilman Keams seconded. All council members present voted in favor of motion. ORDiNANCE - Adding Chapter 15.52 to the Chubbuck Municipal Code to adopt NFTA 230 (1999 Edition), fire protection of storage, authorizing the Fire Chief or the Chief' s designee to implement and enforce NFPA 230; providing existing uses have two years from the effective date of this ordinance to implement any necessary structural or infrastructure changes, providing that existing uses shall be in compliance with all other provisions of NFPT 230 by March 2, 2000, unless granted an extension. Attorney Holmes, Councilman England, Councilman Kearns and Councilman Gunter read ordinance in full for the second reading. Council decided to table the proposed ordinance until the January 25th, 2000 Council Meeting. RESOLUTION #1-2000 - A resolution amending the rates to be charged by the City for wastewater collection and treatment services furnished through the municipal wastewater system. Councilman England moved to adopt Resolution #1-2000 as read, Councilman Gunter seconded. All council members present voted in favor of motion. FiNANCIAL REPORT for month of December, 1999 presented to Mayor Cotant and Council. 13 COUNCIL MEETING MINUTES - (cont.) January 11 th, 2000 WEST CHUBBUCK ROAD CONSTRUCTION PROJECT - Mayor Cotant explained the City is going to rebuild West Chubbuck Road from, Yellowstone Ave. to Hawthorne Road. The project will be begin in summer of 2000. The street will be 50', three lanes, one being a turn bay in the center. City wants to involve the property owners along the street, having them contribute four feet of their property for a sidewalk. Curbs will be set to the maximum width City ownsJl~at present. Mayor Cotant and Council will talk to property owners to see if they will give City an easement to construct the sidewalk on property owners property. Attorney Holmes prepared permanent and temporary construction easement documents that are required to be notarized when an agreement is reached. City has three sets construction drawings for review.
