Minutes of a Special Meeting held at the Chubbuck City Council Chambers, January 5th, 2000.
Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B.
Kent Kearns, Public Works Director Steven M. Smart and Cit Clerk Ron C. Conlin.
Councilman Leroy S. Quick and Attorney Thomas J. Holmes was excused.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is to discuss West Chubbuck Road Project.
WEST CHUBBUCK ROAD PROJECT - Rodney Birch, Rocky Mountain Engineering presented
suggestions for the Council to discuss with residents on West Chubbuck Road Project.
The following was discussed:
1. Rodney Birch stated a minimum of three foot easement will be required from the
residents on West Chubbuck Road.
2. Council decided they will approach the residents on W. Chubbuck Rd. with the initial
request. The City is going to construct curb and gutter to their property line, City will
also construct a four foot sidewalk across their frontage if an easement is given. City
will restore all landscaping affected
3. Rodney Birch stated a big issue is how the irrigation ditches are addressed.
4. Council reviewed each W. Chubbuck Road property and how the property would be
affected.
5. Rodney Birch said by lowering the grade, the City will not need to install a retaining
wall facing mobile home property.
6. Discussion about entrances to apartment houses and D & S Electric.
7. Allen Property has trees in the right-of-way. Project will remove the trees and replace
with other trees. City will have to negotiate with Allen's.
8. Discussion about Attorney Holmes drafting an agreement Council can take with
them, when discussing the project with W. Chubbuck Road residents.
9. Rodney Birch suggested the individual agreements be noted on the Project Plan.
10. All telephone poles on W. Chubbuck Road will have to be relocated.
11. Rodney Birch is working on the bridge estimates.
Council will discuss which Council member will go to which resident on West Chubbuck
Road at the January 11th, 2000 Council Meeting.

At 6:12 p.m., Councilman Kearns moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
