Minutes of a regular meeting held at Ellis Elementary School, September 23rd, 2003.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Marvin C. Gunter, Attorney
Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C.
Conlin. Council members Steven M. England and B. Kent Kearns were excused.
Council Meeting was cancelled because of lack of quorum.
