HomeMy WebLinkAbout2019 01 29JOINT CITIES (CHUBBUCK/POCATELLO), BANNOCK COUNTY COMMISSIONERS, SCHOOL DISTRICT NO. 25 BOARD MEMBERS, AND IDAHO STATE UNIVERSITY MEETING CITY OF CHUBBUCK 5160 YELLOWSTONE AVE. JANUARY 29, 2019 — 2:OOPM City Council and Mayor will participate in a Joint Cities (Pocatello and Chubbuck), Bannock County Commissioners, School District No. 25 Board members, and Idaho State University meeting. A Joint Cities/County/School District Discussion of the Board of Trustees of Pocatello/Chubbuck School District No. 25/Idaho State University will be held January 29, 2019, beginning at 2:00 PM in the City of Chubbuck Council Room. The Special Meeting will be held at the City of Chubbuck offices located at: 5160 Yellowstone Ave., Chubbuck, ID 83202 Welcome: Mayor Kevin England 1. School District No. 25 a. Supplemental Levy Election Superintendent Doug Howell gave an update on the upcoming supplemental levy. Dr. Howell stated that this levy comes up every two years and makes up 12% of their annual budget. The school district will be asking for the same $9.25 million that it had in the past levy election. b. Kindergarten Schedule Superintendent Doug Howell stated that the school district had been doing surveys and focus groups and had discovered that the community would prefer to go back to every day half days for kindergarten. They will present this change to the school board in February. c. Continuous Improvement Plan Superintendent Doug Howell stated that graduation rates is holding at 90%, and ACT scores are at about average compared to the rest of the country. 2. Idaho State University Focus on Dual Enrollment President Satterlee stated that "There is no such thing as a great university without a great community, and a great community without a great university". President Satterlee would like to increase dual enrollment opportunities between ISU and the local school districts. b. College Town Charter Initiative President Satterlee would like to foster more relationships between the university and the community, like they did with the City of Pocatello on the Terry & 1st streets project. Additional Opportunities President Satterlee asked for ideas on how ISU and the community leaders could combine efforts and work together to make this a better community through art, music, IT, technology, and etc. 3. Bannock County a. Crisis Center Update Commissioner Terrel N. Tovey stated that the crisis center will be called the Southeast Idaho Behavioral Crisis Center, with a tentative open date of April 1, 2019. The County will need to establish an advisory board of community members. Commissioner Tovey stated that $1.5 million is coming from the state for funding and the Portneuf Health Trust is paying for renovations. The County would also like to try and get a forensic pathologist over on this side of the state. President Satterlee would like to combine efforts to not only help community members but ISU students as well. b. Urban Renewal Opportunities Commissioner Steve Brown stated that there is a couple of taxing districts closing in the City of Pocatello in 2019, and some coming for the City of Chubbuck in the near future. Commissioner Tovey would like to talk about opportunity zones at a future meeting. 4. City of Pocatello a. Hands Free Ordinance Mayor Brian Blad stated that the City of Pocatello had passed and put in affect a hands free Ordinance inside City limits. You can no longer hold your phone in your hand and talk or text while driving. b. Planning for Major Population Growth Council President Jim Johnston wanted to get an update on everyone's preparations for growth. Pocatello is working on a fire master plan to help pay for the cost of growth and fire protection. School District 25 is watching certain areas and talking to builders for education needs. Chubbuck has done a needs analysis and has plans for a new City Hall, expansion of the current Police Station, and an additional Fire Station in the next four years. Commissioner Tovev would like to have discussions about how the Cities and Countv could combining efforts on certain things to make everyone more efficient. c. Legislative Issues - Mayor Brian Blad gave an update on legislative efforts to make municipal elections partisan elections, and on the legislatives election finance reform that is being talked about during this session of legislature. 5. Adjourn Mayor Kevin England adjourned at 3:00. The next Joint meeting will be held at Idaho State University.
