Chubbuck has had emergency medical
service for nearly all the time I have been the
Mayor. This service has been a routine
program of the Police Department. The
police are required by law to respond to all
emergency situations as the police are the
only individuals who can make a decision as
to whether a crime has been committed.
Police are trained and have the equipment to
sustain life until the ambulance arrives. The
emergency medical service provided by fire
fighter volunteers, EMT's as they are called,
is performed by individuals who are trained a
level or so above the training the police have.
However, in all the years I have been Mayor
I have never had a complaint about Police
emergency response. I have had many letters
from citizens commending the police for
their efficiency in responding to a medical
situation. If the volunteer firefighter EMT is
to respond and perform property they will
need to be paid for their service. We can
expect no less than we pay them for this

increase for any service. We, the City of
Chubbuck, are in the Bannock County
ambulance district and as such are already
paying for medical service. To pay the
firefighter EMT would be double taxation to
the citizens of our city. The one service we
need in Chubbuck and the north county is an
ambulance. An ambulance stationed in
Chubbuck would provide quicker response
time than an ambulance stationed on
Pocatello Creek Road. However, the re-
sponse time from Pocatello Creek is with in
the guidelines for emergency medical
response. The area needs the ambulance at
Pocatello Creek and also an ambulance
stationed in Chubbuck to provide the service
required to give more of their time to an
emergency medical unit. Our volunteer
firemen and women work full time jobs and
are willing to respond to fire training and
also to respond to fire calls. I cannot require
them to give more of their time to emergency
medical service as a requirement to being a
volunteer fire fighter. We are operating a fire
department not a medical response unit.
Secret Meetings To my knowledge we have
never conducted a secret meeting. Our legal c
counsel, past and present would never have
allowed this to happen. Reporters can make
any statement they want and never have to b
accountable for their words.

Most repairs and alterations to your property
require the appropriate building permits. If
you have any questions regarding what work
requires a permit, please contact the City of
Chubbuck Building Department at 237-2430.
-A building permit is required for remodeling,
new additions, finishing your basement,
electrical work, plumbing replacement or
additions, etc.
A building permit is not required to paint
your home, lay new carpeting, construct a
fence less than 6 feet tall, etc.
The City complies with state law that a
contractor/owner must obtain the required
permits and have the proper inspections. The
occupant of a building in violation may be
subject to a serious hazard.
If you hire a contractor to work on your
property, make sure he has a current City of
Chubbuck business license, a permit, and a
final inspection before you pay for the work.
RULES FOR SCHOOL
(Tips from the Chubbuck Police Department)
Instruct your child to always go with a
friend when walking or riding his or her bike
to school. Follow all rules that pertain to
walking or riding a bike alongside the
roadway. Bikes should be ridden on the right
hand side of the roadway unless there is a
designated bike lane. When walking,
children should walk on the left-hand side of
the roadway facing traffic, in the absence of
a sidewalk.
It is not a safe practice for children to walk
to and from school especially if they must
take isolated routes. Always provide
supervision for you child, whether its you as
a parent or an older sibling, to help ensure
their safety.
Teach your child to tell a trusted adult if
they are bothered by someone while going
to or from school, while at a bus stop, or on
school grounds. If an adult approaches your
child for help, directions, or to find a lost
pet, teach your child to get away from that
person.
Instruct your children that if someone they
don't know or feel comfortable with offers a
ride, to say "NO." Children should never
hitchhike or accept a ride from someone
unless you have told them it is okay.
Tell your children that if someone follows
them on foot to get away from him or her as
quickly as possible. If someone follows
them in a car they should turn around, go in
the other direction, and try to quickly get to
a spot where a trusted adult can help them.
Instruct them to tell a trusted adult what
happened.
Teach you child to scream, bite, kick, and
try to get away if someone tries to take them
somewhere against their will.
Teach your child that if someone approaches
them and tells them that there has been an
emergency and that they are to go with the
person, that they should CHECK FIRST
with parents or teacher.
Walk the route to school one time with your
children and point out safe place homes or
other safe areas that a child could go if in
trouble.
Remember to practice these safety rules with
your children to make certain that they
really know and understand.
