Message from the Mayor:
This is the time of year when winter weather can be a little hard to tolerate. Even though there are few signs that bet-
ter weather is on the way, we remind you that on Sunday, March 10th, daylight saving time starts. We will be having an-
other hour of sunshine (?) each day. Remember as we wait for the weather to brighten our day that life is good, there is
much to be thankful for and spring is just around the corner.
Our regular baseball, girls softball, tiger and tee ball registrations are underway. Besides the schedule in this newslet-
ter, there are informational signs around the City. The Chubbuck/Pocatello Hockey Association is concluding another
season with the anticipation of having a compressor and consistent ice for next ice hockey season. Watch for their roller
hockey program this summer. Contact Jim Desanza at 244-1367 if you have an interest in participating in their activities.
The 35th Annual Simplot Games has just concluded. I hope you were involved in some way. What a great opportu-
nity it is for our community to host this event. Please put it on your calendar for next year and again be supportive. They
had over 2200 student high school athletes from all over the country and Canada that participated this year. This is such
a unique and dynamic event for our area and I would encourage you if you have never been or haven't been for a while
make it a point to attend in 2014.
The Pocatello/Chubbuck School District is having a Supplemental Levy Election on Tuesday, March 12th. Asa re-
minder the county now runs all elections so the polling places will be the same as they were last November. Absentee
voting in already underway and can be done at the Bannock County Courthouse. Information from the School District's
perspective is available at the district offices on Pole Line Road. We encourage you to become informed about this vital
issue and then be sure to vote.
We have a great economic development team working on our behalf in the community. I believe that we can and will
see more positive and progressive accomplishments this year. We are working and remaining engaged in every way we
can as a City to participate in these efforts. I believe this will make Chubbuck even a better place to live and do business.

A Note from our Police Department regarding DARE
For the first time since the early 90s
the Chubbuck Police Department is not
presenting the D.A.R.E. program in
Chubbuck schools this year. In the last
12 months the police department has seen
an unprecedented turnover in personnel
which has caused some adjustments in
the allocation of manpower resources in
order to provide quality priority services
to those who live in and visit our city
from day to day. The police depart-
ment's first priority is the safety of those
people and businesses within the bounda-
ries of our city and ensuring sufficient
staffing to provide effective and timely
response to calls for service. Five offi-
cers have left our agency in the last sev-
eral months. These were experienced
officers with an average of 9 years of
service at CPD. Three of the five have
been replaced and efforts are in progress
to replace a fourth. From the time an
officer leaves our agency until a replace-
ment officer is hired and trained suffi-
ciently to provide the level of service
expected of officers at CPD is nearly one
year, about the same as with other police
agencies in Idaho. The knowledge and
experience that leaves with each officer
cannot be replaced as readily.
In order to maintain the integrity of
their program, D.A.R.E. International
requires that the officers presenting their
material receive specific, approved train-
ing initially and then attend required up-
date training as well. They guard those
requirements with legal copyrights on
their materials and methods of instruc-
tion. After careful consideration of all
the implications of the current manpower
situation facing our agency together with
the demands for training competent offi-
cers to respond to daily call loads, it be-
came apparent that we would not be able
to present the traditional D.A.R.E. pro-
gram in the 2013 school year. It also
became apparent that it might be a few
years before we would be able to effec-
tively resume that effort in our schools.
Early on, consideration was given to sac-
rificing a previously trained D.A.R.E.
officer from a new assignment in another
division for a sufficient amount of time to
present a revised, abbreviated program to
our elementary school students but it
became obvious that option would not be
successful when the
last of the five offi-
cers made department administration
aware of his intentions to leave.
Our department webmaster has put a
link to D.A.R.E. America on the depart -

dare. There parents and students can
access valuable information regarding
illegal drugs and participate in other ac-
tivities designed to be fun and informa-
tive for kids. We recognize the addi-
tional value of our officers interacting
with the local children in the positive
educational setting of the standard
D.A.R.E. program at school and are com-
mitted to working toward reestablishing
that connection as soon as we can with
the resources available to us. We are
grateful for the unparalleled cooperation
from the teachers, principals, and the
school district administration has always
demonstrated toward our efforts with the
D.A.R.E. program over these last 20
years.
