Message from the Mayor:
February 2013
Hopefully the coldest part of our winter season is past. I don't think we ever get used to sub -zero temperatures, al-
though the hockey enthusiasts in our community appreciated it. It does remind us of the importance of preparing for
weather extremes whether they are cold, hot, snowy, rainy, windy or dry. We need to use the good and moderate times
of the year to make preparations for the exceptional times.
As I mentioned the enthusiasm for hockey and ice skating in general seems to be expanding. We continue to be
pleased with the relationship that the City has with the Chubbuck/Pocatello Hockey Association. We thank them for the
unique opportunity they provide for our community. They not only facilitate inline hockey competition during the sum-
mer but provide for a full range of ice hockey opportunities in the winter. We continue to partner together in funding the
facility. With a grant recently provided by the Portneuf Medical Foundation to purchase a compressor and piping that
was purchased last year, refrigeration will be installed this fall to provide a more dependable ice sheet. Predicable ice
will allow for a longer season, regular league play, and tournaments that can have a significant economic impact. The
facility is open to the public when not being used by the league. Initially, public skating will be available most weekends
to include Friday, again this year weather permitting. If the lights are on in an evening, come out and see what is going
on.
I again express my appreciation to a citizenry that gets involved. Not every decision that needs to be made is black
and white. I am confident that most of you as do I try to make them with the best long term interest of our city and com-
munity in mind. I feel very privileged to be working with you in making Chubbuck such a great place to live and do
business.

Reconstruction of I-86
Chubbuck Interchange
Idaho Transportation Department has con-
tracted with Wadsworth Construction for the recon-
struction of the Chubbuck Interchange on Interstate
I-86 at Yellowstone Ave. The contractor expects to
begin sometime in February and complete the con-
tract by November 2013. It is an aggressive sched-
ule and much work will take place in a short time
period. There will certainly be traffic interruptions
during the process requiring everyone to exercise
patience. Chubbuck hopes to have Knudsen Boule-
vard between Yellowstone and Hawthorne Road
complete in time to help make a difference in the
traffic congestion.
The interchange has been designed with a novel,
new concept called a Diverging Diamond Inter-
change. There are several in successful operation
around the United States, including some on Inter-
state I-15 in Utah. The interchange will divert traf-
fic on Yellowstone Ave. to the opposite sides of the
roadway right at the entrance and exit ramps of I-
86. This pattern eliminates left turn conflicts that
those movements encounter and makes the intersec-
tion operate safer and more quickly. If you
are interested in leaming more, you can do a
"Google" search on "diverging diamond interchange
Chubbuck, Idaho" and it will bring up a number of
resources for your review. There are even
graphic illustrations and videos of driving
through such interchanges. 64
In 1998, one of Pocatello's native daughters returned to Poca-
tello after living away for many years and we have significantly
benefited from her presence in our community. Now after nearly
15 years of imagining, planning and implementing numerous suc-
cessful events for many organizations and causes in our area,
Vicky Mainzer will be moving to Portland, Oregon to be closer to
her children and grandchildren.
A group of volunteers is organizing a "Tribute to Vicky
Mainzer" to thank her for all she has accomplished on our com-
munity's behalf. This open house event will be held on Tuesday,
February 5, from 5:30 to 8:00 pm in the Rotunda of the Stephens
Performing Arts Center. Hors d' oeuvres and a no -host bar will
be provided and there will be a program at 6:30 pm.
A minimum of $20 in advance or $25 at the door donation (tax
deductible) is requested from each guest attending the event.
Money raised from this effort will go directly to the "Vicky
Mainzer Save Me a Seat" fund for the Jensen Grand Concert Hall
at the Stephens Performing Arts Center as a lasting legacy in
Vicky's honor. Your support will fund a special section of "Vicky
Mainzer" seats along with performance tickets that will provide
an opportunity for deserving people in our community who with-
out this fund would not have a chance to attend these world-class
performances. Tickets can bepurchased at Big O Tires, 751 North
5`n", office of Cardona Senior Apartments, 4846 Hawthorne Road,
Pocatello Art Center 444 North Main, City of Chubbuck, City of
Pocatello, or ISU foundation Office, 921 South 8th. It promises to
be a memorable and enjoyable evening in honor of a wonderful
friend who has touched so many in our community.
