Chairman England called the meeting to order at 10:20 am.
1. Approve minutes of board meeting held October 27, 2016
Mayor entertained a motion to accept the minutes from October 27, 2016. Commissioner
Frasure moved to approve the minutes. All voted in favor.
2. Presentation on Connection Fee Study
Rodney has previously presented to Pocatello and Devan at Bannock County.
4 Goals:
• Protection of ground water — halt septic tank development
• Provide for orderly development
• Provide for reasonably priced infrastructure
• Provide for sustainable system
Most development has been inside City limits but seeing more outside the boundaries.
There are 2 connection fee rate structures, inside the City and outside the City. Inside is $1,000
outside is $5,400. $5,400 fee was based on the opinion of the task force in 2006.
Summary of connection fees:
$2,766 effectively repays the debt
$1,077 for a replacement fee for the system
Total of $3,843 for the proposed reduced connection fee.
City would like a common rate structure. Only those that connect to Northwest Sewer
Interceptor would pay this connection fee amount. The system services 2300 acres.
County ordinance 2009-4 determines the criteria for the requirements to hook into the system.

Rio Estates Subdivision in the county, developer Con Jensen, fees for the 1.5 acre lots discussed.
Should fees be based on number of homes built or on the size of the building lots? Discussion
was to have a higher fee than the $3,843 to compensate for the larger lots.
3. Discussion and vote on Connection Fee reduction
It was decided to not vote today, it will be on Chubbuck City Council study session agenda.
Pocatello will need to adjust their sewer connection fee for the new section of Olympus Drive
that will connect to the Northgate Interchange.
Reducing connection fees to NWSI will continue at the July meeting.
4. Items from the board members
Sewer for the Northgate interchange was discussed and whether it will go thru Chubbuck. The
joint agreement with Chubbuck and Pocatello is in place. This board could become the new
representative and manager of the sewer system for the Northgate Interchange.
