HomeMy WebLinkAbout02 01 2017 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES FEBRUARY 1, 2017 — 4:OOPM CALL TO ORDER: Mayor England GENERAL BUSINESS: Presentation on Bannock Development Corporation (BDC). The BDC is a collaboration between Idaho State University (ISU), Bannock County, The City of Pocatello, The City of Chubbuck, Idaho National Laboratory (INL), and the Regional Economic Development Eastern Idaho (REDI). The BDC focuses on talent development, infrastructure development, and regional investment including higher paying jobs for the area. 2. Ordinance Enforcement. Generally the City's philosophy with ordinance enforcement is to encourage voluntary compliance. If that is not possible citations are issued. The City employs a part time ordinance enforcement officer that works over 500 cases a year. That is 4.5 cases per day. Enforcement by the letter of the law would be a disservice to the public, because of the manpower needed. Prudent objective enforcement is what is best for the City. The City is doing a good job at ordinance enforcement 3. Snow removal policy. This winter has given us an opportunity to make ourselves better. We have not had a written snow removal policy. We are developing a snow removal policy and would like to bring it to the council as a resolution. The policy establishes priorities, a response plan, and how to handle requests from citizens. 4. Exterior lighting upgrade incentives. The efforts the City has taken to be energy efficient was explained to the council. We are replacing all our exterior lighting fixtures. In doing so we participate in a program sponsored by Idaho Power and will receive an incentive from Idaho Power for savings into perpetuity. 5. Chubbuck Days and Summer Movies. There are concerns about the construction that will be going on during the festival and the movies. The Mayor wondered about canceling the event or moving to a different venue.
