HomeMy WebLinkAbout12 07 2016 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES DECEMBER 7, 2016 — 4:OOPM CALL TO ORDER: Mayor England GENERAL BUSINESS: 1. Discussion on Philbin Rd. traffic near Connor Academy. Mayor England explained briefly what had happened in the past and what the City is doing going forward. Councilmember Annette Baumeister observed the traffic situation with Officer Manning and Officer Butterfield. The Officers did not believe there was anything statistically that was an issue. Arron Harker did do a speed study when the school was first opened. Councilmember Baumeister believes this is not a congestion issue but rather a traffic flow issue. Some the issues are an inconvenience but not a hazard. Councilmember Lewis is concerned about the left hand turn headed south. Wants the focus on encouraging people to be safe. Councilmember Ellis suggested only allowing a right hand turn into the school. 2. Discussion on Economic Development. Mayor England, has met several times with the REDI group and has an ongoing discussion with REDI that he will continue. Councilmember Ellis stated that for under I IK the City can join REDI. He believes it is worth having a seat at the table. He also believes the City should have an employee with dedicated duties to economic development. Councilmember Evans wants to make sure that both REDI and Bannock Development have a real interest in Chubbuck rather than just an interest in the region. Councilmember Lewis stated that most of the discussion relies on many assumptions. He would like to invite REDI to a study session and talk to them. 3. Discussion on City Impact Fees. Public Works Director Rodney Burch reviewed City code on the process to implement impact fees. The City has partnered with Zions Bank to study the issue. It will take approximately 25K to produce the reports that will establish defendable impact fees. Councilmember Evans would like to have the full picture of what implementing impact fees would mean for the city. 4. Discussion on the City Personnel Policy. Human Resource Director Scott Gummersall presented the changes to the policy. Councilmember Lewis asked if all department heads were aware of the changes and what feedback did we get from them?
