HomeMy WebLinkAbout06 01 2016 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES JUNE 1, 2016 — 4:00PM CALL TO ORDER: Mayor England at 4pm. GENERAL BUSINESS: 1. Discussion on Hoops Academy design review requirements with Joe Worrell. Joe Worrell explained the sheet of classes throughout the week with the attendance numbers. There are two trainers present for each time frame. There are some team practices which would have two coaches. Councilmember Evans asked what the approximate cost of putting the parking lot in. Joe has not bid the entire lot; he has had discussions with Little Paving and remembers $40K for a strip along the building. Councilmember Lewis is looking for some middle ground solution rather than a Yes or No at the two ends of the spectrum. Lewis asked Joe if there is something that lands in the middle ground for them. Joe realized he has exhausted each option for doing nothing. Joe asked if the City would accept paving a certain number of parking spaces. Rodney said there was a time that the city negotiated 8 stalls. Joe he does not think the use of the building has changed and is in full compliance with the gravel surface present but would be willing to put down millings. Councilmember Lewis asked if the city accepts the soil sample test that shows the gravel surface is in compliance. Rodney said yes. There are other requirements, landscaping, drainage, a Knox Box and a visible address that have not been discussed. The 8 to 11 stalls does fall short of what a new use would be required to do. 2. Discussion on disposal of Grove Park Area. Rodney explained the park and the city's desire to dispose of the park. It serves as an entrance to the subdivision. This is one of the 94 locations the city has to mow every week. The space provides no value to the citizens of the city. The council would like to look at the comprehensive plan and visit the idea of destination parks. 3. Discussion of procedure for executive sessions. The Mayor went over the procedure of the executive session and reminded the council while in executive session to not change the subject and keep the discussion focused.
