COUNCIL MEETING MINUTES
SEPTEMBER 7, 2016 — 6:00PM
CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans

PROCLAMATION:
Courtney Fisher and Rainbow Maldonado of Kind Community were present to receive the
proclamation. Mayor England read the Proclamation.
Recovery Fest Teresa Weightman of Recovery Fest was present to receive the proclamation.

GENERAL BUSINESS:
1. Approval of Final Plat for Integrity Estates
Stuart Ward of Dioptra presented the final plat. This is the first phase of a 36 lot plan.
This phase includes 12 lots. City staff confirmed that the plat meets City standards.
Councilmember Baumeister motioned to approve the final plat for Integrity Estates.
Councilmember Evans Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -yes,
Lewis -yes.
2. Approval of Short Plat for Idaho Central Credit Union — Chubbuck Branch
Rodney Burch, Public Works Director explained to the council that this is what is
allowed by City ordinance as a short plat. There is no infrastructure required. The plat
meets City standards. The current access to the property does move to the west with this
plat.
Councilmember Lewis motioned to approve the final plat for Idaho Central Credit Union.
Councilmember Baumeister Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -
yes, Lewis -yes.
3. Approval of Short Plat for PR2
Brady Smith from Rocky Mountain Engineering presented the Plat. This plat portions off
some of the pine ridge mall plat. The plat does meet City standards.
Councilmember Lewis motioned to approve the final plat for PR2. Councilmember
Evans Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes.
4. Darris Ellis requesting an adjustment to get a building permit issued in incomplete
subdivision.
Mitchell Greer from Rocky Mountain Engineering explained that Mr. Ellis would like to
start construction of a home on Cole Road. The improvements that would normally be
required before construction begins should be completed by the first week in October
Ryan realizes this is a unique circumstance. Based upon the testimony of these very
unique facts would agree that with a bond issued to ensure Mr. Ellis bears the full risk
associated with this exemption believes the City could allow construction to start.
Councilmember Lewis motioned to approve the request. Councilmember Baumeister
Seconded. Roll Call Vote: Ellis-reqused, Evans -yes, Baumeister -yes, Lewis -yes.
5. Request for destruction of records. All listed records meet State and City guidelines for
destruction.
Councilmember Baumeister motioned to approve the destruction of the records listed.
Councilmember Evans Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -yes,
Lewis -yes.
6. Acceptance of low bid for Stuart Park Landscaping. The bids were presented to the
council.
Councilmember Lewis motioned to award the bid to Changing Seasons. Councilmember
Evans Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes.
CLAIMS: Computer Printout claims for August 3, 2016 as presented to Mayor England
and Council. Councilmember Evans motioned to approve the claims. Councilmember
Baumeister Seconded. Roll Call Vote: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes.
