HomeMy WebLinkAbout01 19 2017 CMCITY OF CHUBBUCK SPECIAL COUNCIL MEETING MINUTES JANUARY 19, 2017 — 4:00PM CALL TO ORDER: Mayor England explained what happened to cancel the meeting Wednesday and why we have called the special meeting today. PLEDGE ALLEGIANCE TO THE FLAG: Carter Bullock from Troop 344 Invocation: Kermit Morrison Attorney Tom Holmes was not present at the meeting. GENERAL BUSINESS: 1. Acceptance and Approval of an Amended and Restated Development Agreement between the City of Chubbuck the Chubbuck Development Authority and the Pine Ridge Mall JC, LLC for the Pine Ridge TIF District. Rodney Burch explained the restated development agreement. The City's urban renewal plan was deemed a violation of the development agreement. The City has executed a new urban renewal plan and therefore needed a new development agreement. The missing piece was the established cost to administer the plan. These steps are necessary in order to not reset the base in the original TIF district. Councilmember Lewis moved to accept and approve the amended and restated development agreement. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes. 2. Discussion on adjusting elected officials' salaries. Mayor explained the ordinance that requires the review of our elected official's salaries. Scott Gummersall, the City's Human Resource Director, presented the ordinance and information to facilitate the discussion. These salaries have not changed for 10 years or since 2006. Scott presented the increased salary based on the consumer price index. Scott presented the cities with similar populations and their Mayor's and Council Salaries. This shows the CPI number is low. Scott showed the number based on what would happen with city employees and if the salary would have been adjusted the same way. Scott's recommendation is the CPI adjustment for Council and Mayor's salaries. Scott compared the salaries to private companies. Even the raised salary is still much lower than a private company. Councilmember Baumeister moved to approve an adjustment in the Mayors salary to $55,720 the first pay period of January 2018. There was no change in Council Salaries. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes. 3. Approval of Black Bear Diner Beer and Wine License. Councilmember Evans moved to approve Black Bear Diner's Beer and Wine License. Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister - yes, Evans -yes. 4. Approval of records for destruction. The list of records presented meet all State and City requirements for destruction. Councilmember Baumeister moved to approve the destruction of the listed records. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes. 5. Election of Council President. Councilmember Josh Ellis was nominated as council president. Councilmember Lewis moved to elect Josh Ellis as Council President. Councilmember Baumeister seconded. Roll call vote: Ellis -abstained, Lewis -yes, Baumeister -yes, Evans - yes. CLAIMS: Computer Printout claims for January 18, 2017 as presented to Mayor England and Council. Councilmember Lewis moved to approve the claims. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
