An absentee ballot must be returned to and received by the issuing officer by 8:00 o'clock p.m. on the day of the election in order to be counted, If at said Special General Obligation Bond Election two-thirds (213) of the qualified registered electors eighteen (18) years of age or older voting at such election assent to the issuing of said general obligation bonds and the incurring of the indebtedness thereby created for the purpose of the renova- tion, improvement, upgrading, and betterment of the facilities; such general obligation bands in ars amount of up to $3,840,000 shall be issued by the City of Chubbuck for such voted purpose in the man- ner provided by the Municipal Bond Law of Idaho, provided however that there has also been a favorable Two-thirds (213) vote occurring in a concurrent similar bond election held in the City of Pocatello autho- rizing a further separate amount of up to $20,160,000 by its voters for the same purpose.
