HomeMy WebLinkAbout01 04 2017 CMCITY OF CHUBBUCK COUNCIL MEETING MINUTES JANUARY 4, 2017 — 6:00PM CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Baumeister INVOCATION: Glenna Kinghorn APPROVAL OF MINUTES: PUBLIC HEARING: 1. Application for preliminary plat for Walsh Estates Subdivision. Subdivision is located West of Hawthorne Rd and South of Homestead St. Councilmember Lewis and Councilmember Evans both recused themselves from the discussion and any motions due to personal interests in the documented property. Applicant is requesting a waiver to the requirement to develop Hawthorne Rd. Depth to width ratio has been approved by the CDA. Water line from James to Siphon is planned for this summer and the reconstruction of Hawthorne Rd is being presented to the CDA on 1/24/17 to be moved from FY2021 to FY2018. Mayor declared the public hearing open. Niki Taysom, General Delivery, Pocatello, opposes the approval of the plat with waiver, does not think developers should do the City's road construction. Developer is trying to improve the City and the impact fee requirements, sewer fees and property tax fees are just too much. Mayor declared the public hearing closed. Councilmember Baumeister moved to accept the application allowing the depth to width ratio, but asking for cash in lieu of improvements on Hawthorne Rd and parks as described. Council member Ellis seconded. Roll call vote: Ellis — yes, Baumeister — yes, Lewis — abstain, Evans — abstain. GENERAL BUSINESS: 1. Acceptance of Preliminary Plat for Walsh Estates Subdivision. Councilmember Ellis moved to accept the preliminary plat for Walsh Estates Subdivision including asking for cash in lieu of improvements as stated. Councilmember Baumeister seconded. Roll call vote: Ellis — yes, Baumeister — yes, Lewis — abstain, Evans — abstain. 2. Acceptance of Replat of Shops at Pine Ridge. Brady Smith, RMES, provided additional detail regarding the replat's purpose to clean up lot lines and incorporate storm water ponds constructed into their respective lots. Councilmember Lewis moved to accept the Replat of Shops at Pine Ridge. Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister - yes, Evans -yes. 3. Acceptance of Short Plat at Pine Ridge Mall Replat. Brady Smith, RMES, provided additional detail regarding the purpose of the short plat to clean up lot lines, create additional pad sites and incorporate storm water ponds into their respective lots. Staff recommends the acceptance with the addition of a 20' waterline easement over the new 12" waterline constructed between the Shops at P=ine Ridge development and CAL Stores in 2015. Councilmember Baumeister moved to accept the Short Plat at Pine Ridge Mall Replat with the addition of the 20' waterline easement over the new 12" waterline constructed between the Shops at Pine Ridge development and CAL Stores. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes. CLAIMS: Computer Printout claims for January 4, 2017 as presented to Mayor England and Council. Councilmember Evans moved to approve the Claims. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
