COUNCIL STUDY SESSION MINUTES
JANUARY 4, 2017 — 4:00pm
CALL TO ORDER: Mayor England
GENERAL BUSINESS:
I. Presentation on Regional Economic Development Idaho, REDI — Jan Rogers.
Jan Rogers, CEO, Regional Economic Development Eastern Idaho presented what they
have to offer to the City of Chubbuck as a support/secondary marketing provider in
conjunction with Bannock Development. Was previously known as "Grow Idaho Falls."
Handouts were provided with "estimated contribution rates" if the City is interested in
joining. Rexburg has shown interest in becoming a member. Councilmember Ellis made
note that the City has been a member of the Bannock Development for over 20 years and
in that time there is still not one business in Chubbuck that has been founded/located by
that organization.
2. Discussion on adding Short Term Disability Insurance as a benefit to City employees.
Proposals for 3 different outside agency Short Term Disability Insurance benefits were
presented by Scott Gummersall, HR Director. Of the offers presented, Councilmember
Lewis questioned if we should begin a self -participating Short Term Disability Insurance
that would be self-funded by employees offering to donate one 8hr day to the plan per
year. A proposed plan would still follow the same rules/guidelines that the outside agency
plans were presenting, but for the cost should we be doing it ourselves anyways?
Councilmember Lewis stated he will obtain a copy of a similar policy that he is already
familiar with.
3. Per City Ordinance, the elected officials' salaries will be on the agenda for the second
Council meeting in January.
Was noted that this was just an announcement that it will be addressed at the next City
Council meeting on January 18, 2017.
EXECUTIVE SESSION:
1. Mayor excused the public to go into Executive Session Pursuant to Idaho Code 74-206
(1)(b) to discuss personnel.
Councilmember Ellis moved to go into Executive Session Pursuant to Idaho Code 74-206
(1)(b) to discuss personnel. Councilmember Evans seconded. Roll call vote: Ellis -yes,
Lewis -yes, Baumeister -yes, Evans -yes.
