Citizens Community Bank, Brandon Jackson; Land Use Development Committee, Idaho Central Credit Union, Jason Mendenhall; Land Use Development Committee Chair, Jason Dixon, Immediate Past President of the Realtors Association, ERA The Brokerage, Nelli Simmons; Office Administrator, Land Use Development Committee and Chubbuck Development Authority Administrative Assistant Matt Millis, Zions Public Finance was in attendance. The City has been working with Matt for the past 6 months to establish the Impact Fee Analysis. Once fees are established this committee will meet yearly and establish an annual reports. General Business: 1. Review Impact Fee Requirements per Idaho Code 67-8202 to 67-8316 An overview of the section of code listed above was presented by Rodney. Empowers Cities to Implement Development Fees • Sets Criteria (cost, need, timing) Establish Advisory Committee • 5 members, 2 industry Procedure • Capital Improvement Plan • Impact Fee Ordinance • Both require separate Public Hearings Operation • Accounting, refunds, appeals, credits 2. Review Status of City Impact Fee Analysis Zions is working with Fire, Police and Parks to establish Impact Fees. Matt went over the planned schedule for the upcoming meetings. A Power Point presentation to review the status of the analysis was shown. Working with as advisory committee is a great way to get citizens involved in the step by step process. There has been a case law in Pocatello that the committee will take into consideration. Capital Improvement Plan demonstrates: • The growth of a City • Facilities that will be needed for the growth • Making sure credit fees and impact fees are not over paid J:\Planning\Strategic Plan\Impact Fees\minutes\2017\011.14.17.docx 1 The level of service to the public will remain the same, no increase unless it can be proven it is fair. Impact Fee Analysis/ Ordinance is the next step. Matt went over the specifics of what State Code requires the analysis to follow. Committee requirements were discussed: • Fee schedule will be a part of the decisions this committee will be making • Future plans for Fire and Police Departments Once a year an analysis will be created making sure fees are being handled correctly. The report will more than likely be presented to City Council, possibly The Building Association and Realtor Association. Some of the common issues are: • Defining service area • Project vs system • Establish service levels • Tax credits • Excess capacity • Impact Fee fund balances • Detailed documentation Discussion on the need for a Fire Station closer to the Northgate Interchange may change Philbin Road and Dekay Road locations for Fire Stations. Rodney informed members of the Parks Master Plan that is being drafted. Matt Explained that the hope would be after the committee gives their input to the project they can be an advocate for explaining to residents how the analysis came about. Rodney stated the City's goal is to grow wisely with having people want to come to Chubbuck.
