HomeMy WebLinkAbout11 01 2017 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION AGENDA NOVEMBER 1 sT' 2017 — 4:00PM CALL TO ORDER: Mayor England COUNCIL MEMBERS PRESENT: Melanie Evans, Josh Ellis, Annette Baumeister, and Ryan Lewis STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Planning and Development Director Devin Hillam, Engineer Bridger Morrison, Deputy Clerk Joey Bowers, and City Clerk Rich Morgan GENERAL BUSINESS: 1 Update on Strategic Plan. Planning and Development Director Devin Hillam updated the council on the progress on the City's strategic plan. He also presented a survey for community input. Mr. Hillam wanted the Councils input on the survey questions and how it should be distributed. Mr. Hillam also is working with local business to get a few gift cards donated as motivation for the community to participate in the survey. Council wanted to limit the responses to one per person. The Council also wanted to make sure that this survey would be available both in electronic form and paper form to be accessible to all those that would like to participate. The Council wanted the gifts cards to come from Chubbuck businesses. 2 Discussion about Ordinance Amendments. Planning and Development Director Devin Hillam wanted Council to be aware that City staff is looking at changes to City Ordinances Titles 17, and 18. Mr. Hillam stated that the underlying goal is to increase permit/application efficiency, encourage better land development, and to align ordinances with best practices and Idaho Code. 3 Update on Northgate I.C.-Project Status. Public Works Director Rodney Burch presented an update on the Northgate interchange. Mr. Burch stated that the canal crossing bid notifications had started with a completion deadline of March 2018. The road way bid notification will start in December and will begin construction in the spring of 2018, with a completion deadline of October 2018. Mr. Burch stated that this road way will be a 5 lane road with a separate bike path and walking lane that could be converted into a seven lane road if needed in the future. Mr. Burch stated that City staff is looking into federal, and state grants to help pay for these and other City improvements. Mr. Burch stated that Hiline Rd will be raised to meet grade at the Siphon Rd. Intersection, the Hiline/Siphon intersection will be a 5 lane intersection from which the Hiline road and improvements will be tapered back down to a two lane road at about the Nathan Rd connection. Mr. Burch presented the four freeway interchange options that had been presented to the Idaho Transportation Department for final review and approval. Council wanted to know what improvements would be made to Hiline Rd. 4 Rec. Center Study and Parks Master Plan Public Survey. Public Works Director Rodney Burch presented a parks master plan survey for community input. Mr. Burch wanted the Councils input on the survey questions and how it should be distributed. Councilmember Evans wanted to know if there was a way to word the questions about a community rec. center so that people could see what options are available and not compare it to what the community currently has available. The Council wanted to make sure that this survey would be available both in electronic form and paper form to be accessible to all those that would like to participate. 5 Beautification Program Discussion. Councilmember Melanie Evans wanted to talk about and get ideas on improving/motivating residents for the beautification of the City of Chubbuck. Councilmember Evans presented examples that other surrounding Cities use, such as grant programs, neighborhood revitalization programs, and landscaping programs. Council was interested in looking further into these programs, and better using current resources and programs. Council wanted to look more into funding for these grants/programs.
