Visit Pocatello Funding Request Presentation Birgitta Bright represented Visit Pocatello presented the changes that had been made to better represent the City of Chubbuck in their tourist attraction efforts, and requested the remaining $2,500 of the $5,000 that they had requested at the beginning of the year. Councilmember Baumeister motioned for the approval of $2,500. Councilmember Ellis seconded motion for approval. Roll Call: Baumeister -yes, Lewis -yes, Ellis -yes, Evans -yes, motion passed 2. Approval of Antler Ridge PUD Plan Mitch Greer Rocky Mountain Engineering presented the changes that had been made to the final plan to better meet the Councils and the publics concerns during the public hearing. Mr. Greer stated that the applicant purchased additional property to the south of this application to provide an entrance/exit onto Chubbuck road, this also allowed more separation for this connection from the Chubbuck/Hiline intersection. Mr. Greer stated that the newly acquired property will remain separate from the proposed PUD and remain as a rental property. Mr. Greer stated that the developer would not have a problem with entering into a permanent easement with the City. Councilmember Evans wanted to know if the newly acquired property will become part of the proposed PUD. Councilmember Evans was concerned that the property to the south of the PUD would not be maintained. Councilmember Ellis suggested to the developer to consider putting ribbon curbing along this entrance/exit. Councilmember Ellis wanted to verify that the City will not be maintaining this private driveway. Councilmember Lewis wanted to know what was going to guarantee that this entrance/exit would remain a permanent easement for access. Councilmember Lewis wanted to know if the entrance/exits angles and curves meet City code. City Attorney Tom Holmes recommended making the City part of the permanent easement. Mr. Holmes also stated that the easement will also be referenced on the plat. City Planner Paul Andrus stated that staff recommends approval of the PUD final plan. Public Works Director Rodney Burch stated that the City Engineering department reviewed and approved plans. Councilmember Lewis motioned for approval of the Antler Ridge PUD plan with the following conditions. The south private drive be completed to staffs standards before issuing a certificate of occupancy. A permanent easement be created between the City, Antler Ridge, and any other parties, and with that easement that the City not have any maintenance obligations. A home owners association will be created to maintain all common areas. All ditch issues be resolved to the satisfaction of City staff. Councilmember Baumeister seconded motion for approval of the Antler Ridge PUD plan. Roll Call: Lewis -yes, Ellis -yes, Evans -yes, Baumeister -yes, motion passed 3. Approval of Antler Ridge Final PUD Plat City Planner Paul Andrus stated that staff recommends approval of the PUD final plat, with the condition that the construction plans be approved by the engineering department. Councilmember Lewis motioned for approval of Antler Ridge final PUD plat, with the same conditions set forth in the PUD plan. Also that the construction plans for the PUD plat be approved by City staff. Councilmember Baumeister seconded motion for approval of the Antler Ridge PUD plat. Roll Call: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes, motion passed 4. Acceptance of Offer of Dedication for Dance PUD phase 2 Public Works Director Rodney Burch stated that staff recommends approval. Councilmember Baumeister motioned for approval of acceptance of offer. Councilmember Evans seconded motion for approval of offer. Roll Call: Lewis -yes, Evans -yes, Baumeister -yes, Ellis -yes, motion passed 5. Acceptance of Offer of Dedication for Copperfield Landing Div. 2A Public Works Director Rodney Burch stated that staff recommends approval. Councilmember Evans motioned for approval of acceptance of offer. Councilmember Baumeister seconded motion for approval of offer. Roll Call: Evans -yes, Baumeister -yes, Lewis -yes, Ellis -yes, motion passed 6. Approval of Fire Station Land Lease Agreement Chief Merlin Miller presented an agreement for a fiber optic junction box to be placed on the fire station property. City Attorney Tom Holmes stated that he has reviewed this agreement. Councilmember Lewis had a few typos and verbiage changes that he wanted corrected on the final agreement. Councilmember Ellis motioned for approval of the Mayor to enter into a land lease agreement at the fire station with Councilmember Lewis's changes. Councilmember Evans seconded motion for approval. Roll Call: Ellis -yes, Lewis -yes, Evans -yes, Baumeister -yes, motion passed 7. Approval of Records for Destruction Deputy Clerk Joey Bowers stated that staff recommends approval. Councilmember Baumeister motioned for approval of records for destruction with the exception of the Conner Academy petition. Councilmember Lewis seconded motion for approval of destruction. Roll Call: Baumeister -yes, Ellis -yes, Lewis -yes, Evans -yes, motion passed CLAIMS: 1. City of Chubbuck claims for November 1St, 2017 as presented to Mayor England and Council. Councilmember Ellis motioned for approval of City of Chubbuck Claims.
