COUNCIL MEETING MINUTES
NOVEMBER 15, 2017 — 6:00PM
CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Boy Scout Troop 317
COUNCIL MEMBERS PRESENT: Josh Ellis, Annette Baumeister, Ryan Lewis, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Deputy Clerk Joey Bowers, and City Clerk Rich Morgan.
APPROVAL OF MINUTES: November 1, 2017, November 6, 2017, November 8, 2017
Councilmember Lewis made a correction to the November 1, 2017 Study Session minutes.
Councilmember Lewis motioned for approval of minutes with corrections.
Councilmember Baumeister seconded motion for approval of minutes with corrections.
Roll Call: Baumeister -yes, Lewis -yes, Ellis -yes, Evans -yes, motion passed
GENERAL BUSINESS:
Approval of the 2018 Beer, Wine and Liquor Licenses.
Councilmember Baumeister motioned to approve the 2018 Beer, Wine, and Liquor Licenses as
presented, on the stipulation that all City, State, and County fees are paid in full.
Councilmember Evans seconded motion for approval.
Roll Call: Lewis -yes, Ellis -yes, Evans -yes, Baumeister -yes, motion passed
2. Acceptance of Offer of Dedication Copperfield Landing Div. 4
Public Works Director Rodney Burch stated that staff recommends approval.
Councilmember Lewis motioned for approval of acceptance of offer.
Councilmember Evans seconded motion for approval of offer.
Roll Call: Evans -yes, Baumeister -yes, Lewis -yes, Ellis -yes, motion passed
3. Acceptance of Offer of Dedication Park Meadows 14th Addition.
Public Works Director Rodney Burch stated that staff recommends approval.
Councilmember Evans motioned for approval of acceptance of offer.
Councilmember Baumeister seconded motion for approval of offer.
Roll Call: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes, motion passed
4. Acceptance of Offer of Dedication Freddy's Subdivision.
Public Works Director Rodney Burch stated that staff recommends approval. Mr. Burch also
stated that this subdivision is currently Discount Tire in front of Pine Ridge Mall.
Councilmember Lewis motioned for approval of acceptance of offer.
Councilmember Evans seconded motion for approval of offer.

5. Acceptance of Offer of Dedication Hillman Crossing.
Public Works Director Rodney Burch stated that staff recommends approval.
Councilmember Baumeister motioned for approval of acceptance of offer.
Councilmember Lewis seconded motion for approval of offer.

6. Approve Items for Auction.
Public Works Director Rodney Burch stated that staff recommends approval.
Councilmember Evans motioned for approval of Items for Auction.
Councilmember Lewis seconded motion for approval.

7. Motion to enter into an Executive Session in accordance with Idaho Code 74-206 (1)(b)
"to consider the evaluation, dismissal or disciplining of, or to hear complaint or charges brought against, a
public officer, employee or staff member or individual agent. "
Councilmember Baumeister motioned to enter into an executive session.
Councilmember Evans seconded motion to enter into executive session.
Roll Call: Ellis -yes, Evans -yes, Lewis -yes, Baumeister -yes, motion passed
Councilmember Ellis motioned to exit the executive session.
Councilmember Evans seconded motion to exit executive session.

CLAIMS:
City of Chubbuck claims for November 15, 2017 as presented to Mayor England and
Council.
Councilmember Lewis motioned for approval of City of Chubbuck Claims.
Councilmember Baumeister seconded motion for approval.

2. Chubbuck Development Authority claims for November 15, 2017 as presented to
Mayor England and Council
Councilmember Lewis motioned for approval of Chubbuck Development Claims.
Councilmember Baumeister seconded motion for approval.
Roll Call: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes, motion passed
The Council answered some questions from Boy Scout Troop 317.
