HomeMy WebLinkAbout11 02 2016 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES NOVEMBER 2, 2016 — 4:OOPM CALL TO ORDER: Mayor England GENERAL BUSINESS: 1. Discussion on changes to the City Personnel Policy. Mayor gave some background on the process of getting the new personnel policy in place. Scott Gummersall reviewed the history. Many of the changes the City is proposing will bring the City into compliance with current law and bring the policy up to date with changes the City has made. The template for the current policy came from ICRMP. Scott Gummersall reviewed what he perceives as the top 10 changes to the policy with the council. Mr. Gummersall would like the policy to be effective the first of the year. Councilmember Lewis asked if City staff had thought through the effect the changes will have on City employees. Councilmember Ellis asked if the City has worked through the issues of appointed employees, who is and who'isn't. Councilmember Baumeister asked about the sections dealing with harassment and protected employees. Mr. Gummersall explained the process the employee would go through if they felt harassed or discriminated against. Councilmember Lewis asked Mr. Gummersall to provide a document that would show the changes made from the old document to the new document. 2. Discussion on leasing a vehicle for Mayor. Mayor England explained the situation with his current vehicle. Having had a discussion just months ago on procedures to replace a vehicle the Mayor wanted to bring the council in on this decision from the beginning. Councilmember Ellis would like the Mayor to look at leasing a vehicle and purchasing a vehicle so the council can compare the options. Councilmember Lewis asked about the status of the other City cars currently in the car pool. Primary use is in town. There is some highway travel for training. Mayor will come back to the council with numbers to further the discussion.
