COUNCIL MEETING MINUTES
OCTOBER 19, 2016 — 6:00PM

APPROVAL OF MINUTES: Council Study Session August 3, 2016, Council Meeting August 3,
2016, Council Study Session October 5, 2016, and Council Meeting October 5, 2016.
Councilmember Baumeister moved to approve the meeting minutes listed. Councilmember
Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
GENERAL BUSINESS:
1. Consideration of request from the Pocatello Chubbuck Chamber to participate in
advertising in the Pocatello & Chubbuck magazine.
Melissa Torres, 5535 Calen Ln in Chubbuck. Ms. Torres, from the ISJ/Chamber
explained the publication. The cost is much lower than in the past because of the
partnership with the ISJ. Ms Torres believes this publication will inspire and reach out to
new development in the City. The publication is distributed through the Chamber and
realtors. It will be published in January for the 2017 year. Distribution will be 5,000
copies. The council is very interested in having hot links for the online version.
Councilmember Ellis moved to approve the request by the Pocatello Chubbuck Chamber
at the full page level of $1,500. Councilmember Baumeister seconded. Roll call vote:
Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
2. Review bid results for Well #6 Construction and authorize Mayor to enter into contract
with lowest bidder.
Rodney Burch, Public Works director, presented the bids and recommends the council
accept the bid from High Plains Drilling in the amount of $126,460. All references have
been checked.
Councilmember Ellis moved to accept the bid from High Plains Drilling and authorize
the Mayor to enter into contract. Councilmember Evans seconded. Roll call vote: Ellis -
yes, Lewis -yes, Baumeister -yes, Evans -yes.
3. Review bid results for Stuart Additions Sidewalk Construction and authorize Mayor to
enter into contract with lowest bidder.
Rodney Burch, Public Works Director, presented the bids and recommends the council
accept the bid from JM Concrete in the amount of $109,600. This will be paid at 80%
FTA grant money and 20% City money. The City is seeking to increase the scope of the
work, to use the full grant.
Councilmember Ellis moved to accept the bid from JM Concrete and authorize the Mayor
to enter into contract. Councilmember Baumeister seconded. Roll call vote: Ellis -yes,
Lewis -yes, Baumeister -yes, Evans -yes.
CLAIMS: Computer Printout claims for October 19, 2016 as presented to Mayor England and
Council.
Councilmember Ellis moved to approve the Claims. Councilmember Evans seconded. Roll call
vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
GENERAL ANNOUNCEMENTS:
