COUNCIL STUDY SESSION MINUTES
CALL TO ORDER: Mayor England OCTOBER 5, 2016 — 4:OOPM
GENERAL BUSINESS:
As a general announcement, the Mayor ask the council to review the new Policy Manual in
preparation for the discussion on November 2, 2016.
1. Discussion on setting the Council Meeting Agenda.
Mayor England ask the Council if they would be willing to provide a list of names of
people they know and would be willing to offer a prayer at the City Council Meetings.
2. Discussion on City Parks and City Impact Fees.
Rodney Burch, the public works director, would like to have a discussion with the
council on development built parks vs master planned parks. Mr. Burch then reviewed
the history of the City's park ordinance which has been in effect since 1979 with only
small modifications since. Mr. Burch provided the council with comparisons form Boise,
Twin Falls, Blackfoot, and American Falls,
Development Built Parks
Currently, the City follows the development built parks plan. There is no cost to the City,
the developer, as he develops neighborhoods, includes parks in his development.
Master Planned Parks
Would need a workable cash in lieu provision in the ordinance to realize a real master
planned community. This is an impact fee and by state statute will require a feasibility
study. This study needs to involve the community and developers. The City will need a
true Master Plan on how it will use the cash collected. The City currently would be set
up to collect the cash in lieu at the permit stage. The council would like to look at other
collection options.
The council would like to go forward with a feasibility study for an impact fee and take
steps to work on Master Planned Parks for our community.
