Discuss City health insurance benefits. Scott Gummersall introduced Carlos Aponte and Matt Waldrum from Intermountain Insurance Services. Mr. Aponte introduced his agency. Mr. Aponte reviewed the options he is presenting to the City for health insurance services including two options with Capitol as the TPA using Gerber as the stop loss. One scenario used HST like reference based pricing the other was a traditional network, three options with Regence Blue Shield, one using RMTS stop loss, another EBU and a third Regence Stop Loss. Mr. Aponte explained that the City, as a self-funded entity, should use him to negotiate each piece separately. Mr. Aponte believes this will maximize the savings for the City. If you are going to stay with reference base pricing he would suggest you look at HST. Carlos believes as he gets all the data, he will be able to find even more savings than he has presented today. Mr. Aponte did quote on lower deductibles than what the City has. The change in deductibles makes only a small change to the bottom line, most the risk for a deductible change rests with the City. Mr. Aponte would not make the deductible the same as the contribution to the HSA. You don't want to disengage the employee in the process. He will also be involved in implementing a wellness program. Scott Gummersall introduced Mark Semons from Semons Financial. Mr. Semons introduced his agency. Mr. Semons has been Chubbuck's insurance broker for 23 years. Mr. Semons firm offers a wide range of services, insurance, teledoc, and online services. Mr. Semons reviewed rate history and the City of Chubbuck's insurance history up to where we have landed today with our HSA high deductible plan with reference based pricing. Mark reviewed the options he had for the City including a Regence HSA self- funded, a Pacific Source fully insured, and remaining with MBA and reference base pricing. Mr. Semons is very happy about the savings the City of Chubbuck has seen in this year since leaving the III -A. Mr. Semons would like to maintain the employee's engagement in their insurance possibilities. Mr. Semons and the Council reviewed many scenarios with deductibles, out of pocket maximums, and the other changes that could be made. Mr. Semons can't produce any scenario better than were the City is right now and would suggest the council continue doing for the next year, what the City has done for the past year. Mr. Semons says the teledoc services offered in the current plan are underutilized. City employees need education on this service.
